Job Description

NYC Health + Hospitals is seeking candidates with experience in with homelessness, healthcare, and complex needs who have demonstrated strategic leadership skills, exceptional collaboration, communication and organization ability, and who have driven projects to successful completion. The Deputy Director of Behavioral Health Complex Needs will work both independently and as a collaborative partner in a fast-paced environment.

Under the direction of the Director of Behavioral Health Complex Needs, the Director of Behavioral Health Complex Needs support the management and leadership of the complex needs team and will act as the Director of Behavioral Health Complex needs when the Director is absent. The Deputy Director will be responsible for relationship management with providers and the hospitals and supporting the team in implementation of the complex needs team to support the treatment and connection to community for patients with SMI receiving treatment from NYC Health + Hospitals that are high utilizers or otherwise complex.

The Deputy Director of Behavioral Health Complex Needs will support the director in all aspects of the program, including program administrative and clinical operations, compliance with local, state and federal regulations, collaboration with partnering agencies, staff development, program expansion, strategic partnerships, external communications, program evaluation and quality assurance/quality improvement initiatives. The Deputy Director will have primary responsibility for high priority complex cases.

GENERAL TASKS AND RESPONSIBILITIES WILL INCLUDE:

  • Work collaboratively with the Director on the design, management, and implementation of a new Behavioral Health Complex Needs program at NYC Health + Hospitals. This includes supporting the management of interdisciplinary work groups related to Behavioral Health care delivery, complex needs and high utilization of behavioral health services.
  • Manage multiple project timelines across various stakeholders at multiple levels including executive staff.
  • Conduct executive-level engagement on behavioral health complex needs work. In coordination with the Director, plan, coordinate, and facility executive-level meetings and manage time effectively. Identify and escalate key issues for executive input and consideration as the program evolves.
  • Manage internal and external relationship to design and implement the program. Collaborate with executive and staff-level team across Central Office and at the facilities to ensure alignment with strategic and operational priorities.
  • Lead team meetings on Complex Needs and effectively convene internal and external stakeholders on Complex Needs patients.
  • In support of the Director, ensure clinical practices comply with city, state, and federal regulations
  • Collaborate with other organizations, agencies, and stakeholders to coordinate services and advocate for the Behavioral Health Housing program
  • Represent NYC Health + Hospitals and Office of Behavioral Health at external case conferences as it relates to NYC Health + Hospitals patients with complex needs.
  • Serve as a liaison between the program, the community, community-based providers, and other healthcare providers.
  • Represent the office in internal and external meetings on complex needs as it relates to behavioral health
  • Other duties as assigned by departmental leadership
Minimum Qualifications

1. Possession of a valid license and current registration to practice in a mental health discipline issued by the New York State Education Department (NYSED); and

2. Three (3) years of progressively responsible experience in a health care setting or regulatory agency administration, with an emphasis on development and evaluation of mental health delivery services; one (1) year of which must have been in an administrative, managerial or supervisory capacity.

Department Preferences
  • A Master’s degree from an accredited college or university in Social Work, Psychology, Nursing, Public Administration, or related field
  • Four years of full-time experience planning, developing and monitoring programs, systems and/or procedures in support of administrative management initiatives, two years of which must have been in a responsible managerial or supervisory capacity
