Job description

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self‑sufficiency as quickly as possible.

Information Technology Services (ITS) is DSS’s technology services organization. ITS mission is to support the daily, emergent, and long‑term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.

Deputy Commissioner of IT M‑V, Server Infrastructure and Operations

Information Technology Systems (ITS) is recruiting for one (1) Deputy Commissioner of IT M‑V, to function as Deputy Commissioner, Server Infrastructure and Operations, who will:

  • Oversee all aspects of Information Technology Services in the following offices: Server Infrastructure Build, Server Infrastructure Operations, Network Infrastructure & Operations, Client Base Enterprise Services, and Datacenter Engineering.
  • Provide leadership for delivery of 24/7 service operations and KPI compliance by building teams and identify the expertise, talents, and passions of the Infrastructure & Operations group as a whole.
  • Provide vision and leadership for a team of IT professionals who are responsible for an array of information technology services.
  • Oversee new technologies and platforms and provide recommendations which emerging infrastructure technologies should be introduced, integrated, and assimilated within Infrastructure and Operations.
  • Participate in the formulation of the company's enterprise architecture and business system plans; assessing cost and feasibility, and ensuring the plan is aligned with and supports the strategic goals of the business.
  • Deliver oral and written reports and presentations for the purpose of educating both staff employees and Agency executive management about the IT processes, outlining the challenges and the complexities in the IT environment and providing valid solutions to overcome same.

Hours / Shift: 9:00 AM – 5:00 PM

Minimum Qualifications

A baccalaureate degree from an accredited college and four years of progressively more responsible, full-time, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks, at least 18 months of this experience must have been in an executive, managerial, administrative capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, database administration, or planning of data processing or in the supervision of staff performing these duties; or

  • Education and/or experience equivalent to “1” above. However, all candidates must have at least a four‑year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and must possess at least three years of experience as described in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience as described in “1” above.
Preferred Skills
  • Proven ability to lead large, distributed teams including operations, networking, infrastructure engineering managerial experience in this capacity.
  • Experience managing 24/7/365 operations, NOCs/SOCs, and incident management.
  • Strong strategic planning abilities roadmaps, budgets, multi‑year infrastructure strategy.
  • Expertise in IT service management (ITSM) frameworks such as ITIL.
  • Deep understanding of network architecture, data centers, cloud infrastructure, and hybrid environments.
  • Expertise in server technologies, storage systems, virtualization, and container platforms.
  • Experience with cloud platforms (AWS, Azure, Google Cloud).
  • Strong knowledge of enterprise architecture and modernization strategies.
  • Knowledge of cybersecurity frameworks (NIST, ISO 27001, CIS controls).
  • Experience implementing disaster recovery, business continuity, and high availability.
  • Ability to foster a culture of accountability, transparency, and teamwork.
  • Strong problem‑solving, analytical thinking, and risk management.

Residency Requirement: New York City residency is generally required within 90 days of appointment.
