Job summary

The Baltimore City Office of Information & Technology (BCIT) seeks a seasoned Deputy Chief Information Officer (Technology) to lead the City's enterprise technology environment across Applications, Infrastructure, Information Security, Public Safety Services, and Digital Services.

Reporting to the CIO, this executive guides architecture, risk management, and modernization initiatives to deliver secure, reliable services for residents and city operations.

Qualifications

• Bachelor's degree in Computer Science, Information Technology, Computer Engineering, or related field; Master's preferred.
• 10+ years of progressive technology leadership experience at a senior level.
• At least 5 years of supervisory experience managing senior managers or directors.
• Experience overseeing large-scale technology budgets, procurement, and financial controls.
• Experience with cybersecurity, enterprise architecture, governance, and risk management.
• Experience with systems supporting public safety or mission-critical operations is strongly preferred.

Responsibilities

• Provide unified leadership across Applications, Information Security, Infrastructure, Public Safety Services & Emergency Communications, and Digital Services.
• Oversee governance of AI-powered features and ensure alignment with policy and privacy requirements.
• Embed security into procurement, vendor management, and lifecycle decisions.
• Establish and monitor infrastructure performance, uptime, capacity, and resilience.
• Ensure availability and security of public safety and emergency communications systems.
• Partner with other CIO offices to align digital service delivery with city roadmaps.
