The Transportation Planning and Management Division (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. TPM’s Design & Construction (D&C) unit has professional engineering oversight for geometric design elements of NYC roadways. We draw on expertise and talent of Civil Engineers, Urban Designers, Planners, Asset Managers, Inspectors, Administrators, Analysts, and others to evolve and maintain the curb geometry and street plans for all NYC’s 6300+ miles of roads, create and maintain official pavement marking and concrete island plans, and oversee the application and refurbishment of NYC’s 250+ million linear feet of pavement markings (stripes, messages, colored surface treatments for bus/bike/plaza, etc.).
D&C seeks to hire self-motivated and ambitious candidates to oversee development and updating of street designs citywide, including both active design work and management of staff doing such work. This work will aim to reduce preventable injuries and deaths on New York City’s streets by creating and maintaining engineering design standards, as well as through the development and enhancement of pedestrian facilities and plazas, cycling networks, transit networks, traffic calming and road diets. Responsibilities will include field investigations and measurements, engineering design plan evolution using AutoCAD and Civil 3D engineering design software, oversight of the engineering design plans of borough project engineers, in coordination with the Borough Director of Design.
Additional responsibilities include reviews of Capital Street and highway proposals and plans, engineering design analyses, presenting engineering judgement and recommendations for street and highway designs and other stakeholder requests. The candidate will help manage and respond to public design related requests, including communications with the Borough Commissioner and other internal and external stakeholders. Furthermore, the candidate may be required to have oversight of markings after pavement resurfacing locations, including assignment, prioritization and resource allocation to ensure timely installation of markings.

As Borough Deputy Director the selected candidates are expected to ensure adherence to all agency safety rules and regulations in creating a safe work environment for themselves and colleagues, ensuring all safety equipment and gear are used and worn properly where and when required.

Preferred Skills
Valid NYS Driver’s License required. Familiarity with street design standards and guidance from FHWA, MUTCD, NYCDOT, AASHTO, CROW, NACTO, and NYSDOT. Knowledge of innovative street design techniques. Familiarity with GIS, AutoCAD and Microsoft Office Suite. Proactive and collaborative work style; Strong organizational, communication, administrative, writing and presentation skills; Strong time management skills with the ability to prioritize responsibilities effectively in a fast paced environment; and, Easily adaptable to changing technologies.
