Job summary

PotomacWave is seeking a Departmental Requirements Officer to join our team supporting a Federal client in Washington, DC. The DRO will assist in planning and organizing GEOINT collection requirement strategies using complex campaigns against nuclear and energy-related targets worldwide.

You will collaborate with discipline-specific teams to develop multi-discipline strategies, build relationships with national partners, and represent the department on collection requirements subcommittees.

Qualifications

  • Bachelor’s degree from an accredited college or university in a related discipline.
  • Minimum five years of GEOINT collection requirements experience or three years with a related master's degree.
  • Experience with National Intelligence Priority Framework (NIPF) and National Collection Directives.
  • Knowledge of GIMS and collection requirement tools is preferred.
  • Ability to manage cross-departmental collection requirements and portfolios.
  • Active DOE Q or Top-Secret clearance required.

Responsibilities

  • GEOINT collection management and requirements analysis on assigned target areas.
  • Plan and organize DOE GEOINT collection requirements using complex campaigns.
  • Submit GEOINT requirements via national level requirement systems.
  • Collaborate with cross-functional collection requirement managers across the IC.

  • Build and maintain relationships with national, IC and military partners.

Job Description

PotomacWave is looking for a Departmental Requirements Officer (DRO) to join our team supporting a Federal client in Washington, DC. The individual supporting this position will be responsible for assisting in the planning and organizing of integrated, GEOINT collection requirement strategies using complex, coherent and systematic intelligence collection campaigns employing national and theater assets against nuclear and energy-related targets worldwide. The individual will collaborate with a team of discipline specific and all source collection requirement managers to develop multi-discipline, department level collection requirement strategies in both complex and comprehensive generic templated approaches, as well as specifically focused ad-hoc methods.


Responsibilities


  • Provide GEOINT collection management and requirements analysis on assigned target areas.

  • Plan and organize, GEOINT collection requirements efforts of the DOE in using complex coherent and systematic campaigns against nuclear, science, technology, counterintelligence, and energy-related targets world-wide.

  • Submit GEOINT requirements via national level requirement systems.

  • Work effectively as a member of a diverse team, accepting and giving effective feedback, and collaborating with other collection requirement managers across the intelligence community.

  • Develop and present intelligence collection requirement management strategies and approaches.

  • Build, establish, and maintain relationships with key national, Departmental, IC and military partners.

  • Represent the Department on INT collection requirements subcommittees and working groups.

  • Assess the effectiveness of GEOINT collection.

  • Write, review, and submit GEOINT collection requirements (National, Theater, Source Directed) to include website and database updates.

  • Analyze Departmental and analyst needs to determine functional and cross-functional intelligence requirements and their relationship/performance against gaps.

  • Knowledge of MASINT collection and systems is desirable; experience writing, reviewing, and submitting MASINT collection requirements a plus.


Qualifications


  • Bachelor’s degree from an accredited college or university in a related discipline required.

  • Minimum of five (5) years of experience, or three (3) years of professional experience with a related master’s degree, in the desired collection requirement discipline (GEOINT) or operations management at the tactical, strategic, or national level required.

  • A collection requirements background with an understanding of the National Intelligence Priority Framework (NIPF), relevant National Collection Directives, report generation and dissemination.

  • Training and a working knowledge of discipline-specific collection requirements, evaluation and tasking systems used by originators.

  • Knowledge of, and skill in applying technical collection planning concepts, principles, practices, laws, regulations, and methods and techniques to include US person reporting issues.

  • Knowledge of the full spectrum of IC collection capabilities and accesses, to include strengths and weaknesses of specific sources/agencies in a specific discipline. Knowledge of the missions and functions of agencies within the Intelligence Community who specialize in the various collections.

  • Ability to establish and maintain effective mission execution and interdepartmental and interagency coordination of the department’s collection requirements, training, and tools.

  • Experience supporting a collection requirements portfolio; understanding customer requirements with proven skill in measuring departmental information gaps and the effectiveness of collection strategies.

  • Successfully completed a discipline-specific training program.

  • Experience with, or knowledge of GIMS; GIMS certification preferred. Certification can be obtained if candidate has a strong background in collection requirements management. Training must be completed within the first six (6) months of employment.

  • The selection of an individual for this position may be conditioned upon his or her successful completion of a counterintelligence-scope polygraph examination.

  • Must have an active DOE Q or Top-Secret clearance.
