Job summary

Premier Enterprise Solutions seeks a Program Manager in Linthicum Heights, MD to lead the DC3 contract, overseeing contractor and subcontractor personnel, ensuring performance per the PWS, and interfacing between Government and Contractor teams to drive program success.

The role requires TS/SCI clearance and extensive experience managing large federal programs, with authority to make program decisions and coordinate across multiple functions to meet mission goals.

Qualifications

• PMP certification required.
• Bachelor’s degree in a related field or equivalent.
• Experience managing programs of similar size, scope, and complexity within the last ten years.
• Experience forecasting manpower requirements for complex projects in the last five years.
• Experience in financial management, performance monitoring, and contract oversight in federal/military environments.

Responsibilities

• Serve as the primary interface between Government and Contractor for contract-related matters.
• Provide overall management, leadership, and oversight of contractor and subcontractor personnel.
• Ensure contract requirements are executed per the PWS and governing regulations.
• Develop and implement program management processes and performance tracking.
• Facilitate communication between Government stakeholders and project teams for transparency.
• Monitor schedules, deliverables, staffing, risks, and performance for contract execution.
• Manage workforce planning, staffing forecasts, and resource allocation.
• Oversee contract financial performance, budget monitoring, and cost controls.
• Track program activities, milestones, and status using PM methodologies.
• Identify risks and communicate mitigation strategies to Government.
