Job summary

Chameleon Integrated Services is seeking a Program Manager to support the DoD CODE contract at its Linthicum Heights hub, MD. This senior role requires broad contract oversight, staffing, performance, and risk management across a global footprint.

You will oversee prime and subcontractor personnel, manage financials, and deliver program artifacts such as PMP, MSR, and risk plans, ensuring compliance and mission execution.

Qualifications

• Active PMP certification required.
• Active TS/SCI clearance eligibility required.
• Minimum 10 years managing IT/cyber projects with size/complexity similar to CODE.
• Minimum 5 years determining manpower/staffing for complex programs.
• Minimum 5 years contract financial/performance monitoring.
• Experience leading large, multidisciplinary teams across multiple sites.

Responsibilities

• Provide overall management, administration, quality control, and technical leadership to contractor and subcontractor personnel.
• Serve as primary interface with Government communications; align tasks with DC3 mission and goals.
• Manage contract financials, resource allocations, and cost optimization with performance metrics.
• Oversee global teams, primarily Linthicum Heights, with remote sites in San Antonio, Huntsville, Atsugi.
• Develop and deliver PMP, Stakeholder Communication Plan, Risk Management Plan, MSR artifacts.
• Proactively manage dependencies and manpower; address contractual/resource constraints.
