Job summary

V Group Inc. is seeking a Database Architect to lead advanced database design for the Office of Mental Health in a hybrid New York setting. The role focuses on Oracle data warehouses, ETL processes, and data governance across HL7/XML streams.

The consultant will guide ETL development using Informatica PowerCenter and Rhapsody, optimize performance, and ensure data integrity in a complex health information environment. This is a 30-month contract with a 40-hour work week.

Qualifications

• 84+ months SQL/PLSQL experience with Oracle 12c+ and Informatica mappings.
• 84+ months Rhapsody routes handling millions of records (XML/HL7).
• 84+ months Informatica Data Quality in a DW environment.
• Experience with HIPAA/HL7 data standards and testing.

Responsibilities

• Work with Oracle data warehouses, data marts and OLTP databases.
• Oversee creation and modification of Oracle database tables.
• Write and execute SQL against Oracle databases and Informatica Metadata Repository.
• Guide ETL development and monitoring using Informatica PowerCenter and Rhapsody.
• Enhance and recommend ETL architectural best practices.
• Investigate and resolve design, build, data loading and integrity issues.
• Perform Informatica/Rhapsody workflow performance tuning.
• Develop ETL mappings and workflows including mapplets, reusable transformations and worklets.

Scope of Project

ITS is recruiting an expert candidate for the Office of Mental Health to support the Health Information Exchange (HIE) project and InfoSphere MDM application. The selected consultant will provide advanced database architecture leadership and expertise within Oracle, Informatica, and Rhapsody environments.

Responsibilities

• Work with Oracle data warehouses, data marts and OLTP databases.

Required Skills

• 84 Months Experience writing SQL, PL/SQL (stored procedures/functions), with Oracle 12c or higher, including 19c, to Informatica mappings.
• 84 months Experience developing Rhapsody routes, including Rhapsody 7, acquiring and managing millions of records of data including XML and HL7 message formats.
• 84 Months Experience using Informatica 8.x or higher, including 10.2, in a data warehouse environment including warehousing concepts, design and development of complex mappings.
• 84 Months Experience with Informatica Data Quality 8.x or higher, including 10.2, processes, approaches, measurement techniques and business cases for data profiling, data cleansing, standardization, match and merge.
• 84 Months Experience specifying and conducting system testing (e.g. unit, integration, regression, load, performance) and user acceptance testing.
• 84 Months Experience working with Health Data with HIPAA, HL7 or similar standards.
• 60 months experience developing project timelines, gathering and documenting business requirements.
• 48 Months experience in programming public sector government IT projects.
• Project Management Professional Certification.
