The Executive Office of Housing and Livable Communities (EOHLC) is seeking a Data Analyst I/Data and Performance Analyst in the Division of Public Housing/Bureau of Rental Assistance
The Executive Office of Housing and Livable Communities (EOHLC) is responsible for building more homes and lowering housing costs across the Commonwealth through partnerships with municipalities, housing authorities, and community stakeholders.
The Rental Assistance Data Analyst provides analytic support in the areas of data management, documentation, and analysis, primarily supporting state rental assistance programs, which include the Massachusetts Rental Voucher Program (MRVP), Alternative Housing Voucher Program (AHVP), Department of Mental Health Rental Subsidy Program (DMHRSP), Stable Start Voucher Program (SSVP), as well as other programs within the Bureau of Rental Assistance (BRA). They will be responsible for continuing to develop and maintain HLC’s unique applications – the Common Housing Application for Massachusetts Programs (CHAMP) and the State Oversight of Housing Assistance (SOHA) systems.
The incumbent is responsible for designing, building and running regular and ad hoc reports to analyze policy implications and program performance, deriving insights and presenting information from data analysis as needed. The incumbent is responsible for ensuring HLC’s state data is well-organized, accurate and verified, and accessible at all times. The incumbent possesses a solid understanding of rental assistance programs to understand the relevant data points to respond to policy questions.
This position plays a primary role in responding to data requests from Division staff, other divisions within HLC, legislative staff and advocates. The Rental Assistance Data Analyst also works closely with Local Housing Authorities (LHAs) and Regional Administering Agency (RAAs) to provide data-related technical assistance to HLC programs and coordinates with software vendors, as necessary. The incumbent may assist in identifying, procuring, and managing additional reporting and data analytics tools that may be needed to effectively administer, evaluate and improve our programs.
Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.
Education, licensure and certifications will be verified in accordance with the Human Resources Division’s Hiring Guidelines. Education and license/certification information provided by the selected candidate(s) is subject to the Massachusetts Public Records Law and may be published on the Commonwealth’s website.

Minimum Entrance Requirements:
Applicants must have (A) at least two years of full-time or equivalent part-time professional or technical experience performing related duties that include business data recovery, analysis, query design, reporting and statistical analysis; or (B) any equivalent combination of the required experience and the substitutions below
Substitutions:
I. A Bachelor’s degree or higher with a major in Mathematics, Economics, Computer Science, Information Management, Statistics or a related field may be substituted for the required experience
