Job summary

Jobtailor in Reston, VA seeks a senior data migration engineer to lead end-to-end data migrations from legacy HR systems into Oracle Fusion Cloud HCM. You will develop HDL/HSDL-based ETL pipelines, profile and cleanse large HR datasets, and drive production cutovers with collaboration across Agile/SAFe teams.

Ideal candidates have 5+ years in data migration, strong SQL skills, and experience with Oracle Fusion Cloud HCM, Oracle ERP Cloud, or similar platforms.

Qualifications

Job description

• Design and execute end-to-end data migration strategies from legacy federal HR systems into Oracle Fusion Cloud HCM
• Develop ETL/ELT pipelines, mapping documentation, and transformation rules using HDL and HSDL templates
• Profile, detect anomalies in, and cleanse large-volume HR datasets
• Build data cleansing routines to standardize values, remove duplicates, and align with EHRI and eOPF requirements
• Lead mock conversions, dress rehearsals, and production cutover for agencies of varying complexity
• Conduct parallel payroll validation to ensure zero variance between legacy and Oracle payroll outputs
• Create and maintain runbooks, data dictionaries, reconciliation reports, and conversion specifications
• Develop automated validation and reconciliation scripts
• Partner with federal HR policy teams on employee status, SCDs, eligibility markers, and personnel action history
• Coordinate with integration teams to support downstream HR interfaces
• Support data governance, issue resolution, and quality metric reporting
• Independently resolve moderate technical and functional issues
• Provide progress updates and support collaborative problem-solving within Agile and SAFe project structures

Requirements

• Ability to obtain and maintain a Public Trust clearance
• U.S. Citizenship required
• Bachelor’s degree and 5 years of relevant experience; additional experience may substitute for degree
• 5+ years of data migration, data conversion, or ETL development experience
• 3+ years of hands-on migration experience into Oracle Fusion Cloud HCM, Oracle ERP Cloud, or similar enterprise cloud platforms using HDL, HSDL, or FBDI
• Proficiency in SQL
• Experience profiling and cleansing large datasets of 100K+ records
• Experience with ETL technologies such as ODI, Informatica, Talend, or Python-based pipelines
• Strong understanding of HR data domains
• Experience working within Agile or SAFe delivery teams
• Up to 10% travel may be required
• Desired: 6+ years of data migration experience, including large-scale Oracle Fusion Cloud HCM implementations
• Desired: Hands-on experience with HDL/HSDL templates and BI Publisher
• Desired: Experience migrating from federal HR systems
• Desired: Knowledge of EHRI, eOPF, SF-50, and federal reporting requirements
• Desired: Experience with parallel payroll validation methodologies
