These experienced professionals provide administrative expertise, facilities management, natural and cultural resource planning, and a broad array of other professional skills that support the National Park Service through the Experienced Services Program (ESP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. BA/BS Degree

  • Knowledge of laws, regulations, and NPS policies and guidelines regarding the management and monitoring of natural resources in order to assure that program goals and objectives meet legal requirements and reflect national priorities and policies.

Duties

To ensure the integrity and availability of credible scientific data on natural resources, Great Smoky Mountains National Park has established a comprehensive Inventory and Monitoring (I&M) Program. This program focuses on systematic biological inventories and the long-term monitoring of "Vital Signs" across the park's ecosystem. The Data and Information Manager is central to the program's success. Because the I&M program relies on a data management system that is both accessible to managers and relevant to biological needs, the Manager is responsible for the design, coordination, and administration of all program-related data systems. Key responsibilities include: Systems Development: Planning and supporting application programs that align with national I&M guidelines. Technical Integration: Applying expertise in programming, database management, and GIS to meet park-specific needs. Program Oversight: Developing and maintaining the infrastructure required to turn raw data into actionable management information.

  • Directs an intricate program of data management activities that involve sensitive and complex topics that may impact a wide variety of park issues. Designs, develops, and manages database systems for the long-term maintenance, analysis and dissemination of natural resource-related data sets produced by past and forthcoming inventory and monitoring efforts.10%
  • Manages and integrates a variety of database management software, and when necessary, modifies or adapts standard software to meet program needs.40%
  • Works closely with park resource managers, scientists, GIS specialists, and cooperating personnel to evaluate legacy data, assure that relevant and useful data are acquired and integrated into the I&M program's databases and that such data complement existing park data systems.10%
  • Synthesizes a wide range of data types including biological, physical, and bibliographical in both tabular and spatial formats to assure that metadata for these data sets is complete, current, and in compliance with FGDC standards. Provides coordination and oversight for the population and maintenance of national I&M datasets, including NP Species and the NPS Data Store.10%
  • Formulates both short- and long-range data management plans to implement standards, guidelines and protocols for the acquisition, dissemination, maintenance, and security of inventoryand monitoring datasets collected under the park program.10%
  • Provides coordination, technical assistance, and direct professional and programmatic advice and support to park staff on I&M data management. Conducts data management training and orientation sessions for park staff and others as needed.10%Administers and tracks project deliverables and prepares accomplishment reports as needed or requested. Keeps current on emerging technologies related to park data management needs.10%
