Job Description

We are seeking a Data Architect/ Data Governance Subject Matter Expert (SME) in Data Management, Analytics, and AI/ML to join our team. This is a remote position; however, candidates located in the Baltimore/Washington DC metro area are preferred. This position is contingent upon contract award and is intended for direct hire.

The successful candidate will establish a Data Management and Analytics CoE within our government client, provide expertise in data governance, integration, analytics, machine learning, and AI, and assist in creating a sustainable model for data operations and innovation, while ensuring compliance with security, privacy, and public-sector standards.

Responsibilities:
  1. Define the governance structure and model for the CoE.
  2. Design the operational framework for CoE services including staffing, process flows, and tools required.
  3. Identify key stakeholders and develop a roadmap for engaging with various departments and agencies.
  4. Develop and implement a robust data governance framework for government data assets.
  5. Establish data quality, data stewardship, and data lifecycle management protocols.
  6. Ensure compliance with relevant state and federal data privacy and security regulations (e.g., CCPA, HIPAA).
  7. Design and implement scalable data architectures to support modern analytics (e.g., cloud-based or hybrid models).
  8. Provide recommendations for integrating disparate data sources across government agencies.
  9. Advise on modern data technologies, including cloud platforms, big data tools, and machine learning models.
  10. Develop advanced analytics and AI capabilities to derive actionable insights from government data.
  11. Design and recommend training and best practices documentation for government personnel on data visualization, analytics, and data-driven decision-making.
  12. Develop a strategy and justification for recruiting, training, and mentoring skilled data professionals (data scientists, analysts, architects) within the government workforce.
  13. Design and recommend a framework of programs, webinars, workshops, and certifications in the fields of data management, analytics, and AI.
  14. Establish two dashboards (internal and external facing) with performance metrics to evaluate the success of the CoE.
  15. Design processes and strategies for promoting a culture of continuous improvement and data-driven innovation.
  16. Provide strategic recommendations for enhancing the data capabilities in the future.
Education:
  • Bachelor’s degree in computer science, analytics, engineering, mathematics, or data science (or equivalent)
Required Qualifications:
  • Proven experience in establishing and managing a Center of Excellence (CoE) for data management and analytics, preferably within government or large enterprise environments.
  • Strong understanding of data governance, data security, analytics platforms, and machine learning/AI.
  • Demonstrated success in transforming organizations through data-driven initiatives and establishing data management practices.
  • Expertise in cloud platforms (e.g., AWS, Microsoft Azure, Google Cloud) and data engineering tools (e.g., Hadoop, Spark, Databricks).
  • Ability to collaborate with government teams and align with government policies and regulations.
  • Ability to provide training, mentorship, and capacity-building services to government employees.
  • Project Management Professional (PMP) certification is preferred.
