Job summary

Obsidian Solutions Group is seeking a highly skilled Data Analytics Engineer to support risk assessment tools for the Collections and Data Analytics Program. The role involves developing, maintaining, and integrating hardware and software solutions for TSA and TARS projects.

Candidates must hold a Top Secret clearance with SCI eligibility, have a CS-related degree and 2+ years of data analytics experience, and be able to brief diverse audiences and work in a collaborative federal environment.

Qualifications

  • Bachelor's degree in computer science, data analysis, data science, or related field.
  • At least two years of experience in data analytics or a related field.
  • Proficiency with data lifecycle: collection, management, analysis, reporting, and secure disposition.
  • Ability to brief diverse audiences of varying technical backgrounds.
  • Experience with interagency collaboration and formal committees is a plus.
  • Knowledge of State Department standards for technical security and handling classified info.

Responsibilities

  • Develops and maintains tools for risk and threat assessment within DS programs.
  • Supports TSA by building applications for vulnerability assessments per 12 FAH-6.
  • Creates online tools for technical anomaly reporting (TARS).
  • Integrates TSA and TARS with additional functionalities and coordinates across departments.
  • Analyzes data from multiple sources and develops IT-based tools for analysis.
  • Delivers briefings to executive-level and other State Department personnel.

Responsibilities

Develops, maintains, and updates tools that support risk and threat assessment activities within the Collections and Data Analytics Program, including the Technical Security Assessment (TSA) and Technical Anomaly Reporting System (TARS).

  • Supports the TSA project by developing a robust application for Diplomatic Security technical personnel to perform vulnerability assessments required by 12 FAH-6.
  • Contributes to the TARS project by creating an online information-gathering tool for technical anomaly reporting.
  • Integrates TSA and TARS with additional functionalities and assists with project management and cross-department coordination involving hardware and software solutions.
  • Collects data from multiple sources, analyzes relationships, and develops IT-based tools that integrate data into products supporting branch analytical processes.
  • Analyzes intrusion alarm and imminent danger notification system data, conducts workflow analysis of Technical Operations Group (TOG) operations, and develops improvements to operating procedures.
  • Develops and delivers fully operational hardware/software solutions that meet DS/EX/CTO and end-user requirements.
  • Performs configuration, change, and release management, and maintains documentation for supported systems and business application software.
  • Manages data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition, to support technical and operational requirements.
  • Provides written and verbal briefings to executive-level and other State Department personnel.
  • Participates in Department and interagency committees, conferences, and working groups to support the protection of national security information, facilities, and personnel.
Requirements/Qualifications

* Current U.S. Government final Top Secret security clearance and qualified for SCI access.

  • Eligible for and able to obtain and maintain required security clearance/access approvals.
  • Bachelor’s degree in computer science, data analysis, data science, or computer/software engineering (or related field) with at least two (2) years of experience.
  • Proficiency in data analytics, including artificial intelligence/machine learning.
  • Demonstrated experience working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition.
  • Ability to brief diverse audiences of varying technical backgrounds.
  • Ability to participate in and communicate with formal interagency committees, conferences, task forces, and working groups as required by the customer.
  • Knowledge of State Department (preferred) or similar U.S. Government agency standards and directives, especially in relation to technical security.
  • Knowledge and understanding of regulations governing the use of classified materials.
  • Ability to effectively and professionally lead and interact with groups or individuals outside own organization.
  • Knowledge of analytical risk management methodology and principles a plus.
  • Excellent written and verbal communication abilities, strong analytical, critical thinking, and problem-solving skills.
  • Proficiency with Microsoft O365.
  • Highly adaptable, positive attitude, and ability to work as a member of a team.
Travel Requirements

* 0-10% CONUS and OCONUS travel may be required for training and other mission requirements.
