Job description

WHO WE ARE:
Texas Workforce Commission (TWC) connects people with careers across the state. This full-time position will be based in the TWC office in Austin at 1117 Trinity Street. TWC offers flexible schedules requires work hours that are on Monday to Friday between the hours of 7:00 AM to 6:00 PM. Flex scheduling is available depending on work performance and/or demonstration of need, but the individual should have the ability to be generally available for most peak business hours (9:00 AM to 5:00 PM).

WHO YOU ARE:
We are seeking a creative and experienced Data Analyst III-IV to join the Department of Analytics and Evaluation in TWC's Information Innovation & Insight (I|3) division. The Data Analyst III-IV will learn quickly, value public service, and pursue analytical work to unlock the power of data to improve TWC's services for Texas employers, individuals, families, and communities.

As a collaborative partner with the Re-employment Services and Eligibility Assessment (RESEA) Department, the Data Analyst III-IV will help unemployed Texans return to work faster by using insightful research, data analysis, and evaluative performance to help TWC understand and improve services, enhance job outcomes, and implement good stewardship of federal and state funds. The Data Analyst III-IV will work under limited supervision with broad latitude for the use of initiative, creativity, innovation, and independent judgment. In addition, the position offers access to a wealth of networking and professional development opportunities across I|3, TWC, and with national workforce system partners.

WHAT YOU WILL DO:
The Data Analyst III-IV performs moderately complex to complex (journey-level) data analysis and data research work. Work involves conducting detailed analysis of, and extensive research on, data, providing results, and monitoring and implementing data quality. The Data Analyst IV may provide guidance to other data analysts and may identify data gaps, errors, anomalies, inconsistencies, and redundancies by analyzing the content, structure, and relationships within data. Works under general supervision, with limited to moderate latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO:

  1. Develop, implement, and optimize databases, data collection systems, statistical modeling, and data analytics techniques
  2. Contribute to experimental or quasi-experimental studies to assess causal impact of RESEA program interventions
  3. Conduct multiple simultaneous tasks and prepare ad hoc analyses and reports on short timeframes
  4. Formulate and deploy methods for mitigating and correcting data entry, integrity, and collection issues
  5. Present, interpret, and meaningfully contextualize data for technical and nontechnical audiences
  6. Communicate and collaborate effectively with RESEA and UI program staff, subject matter experts, and others
  7. Develop and follow data governance, peer review, and quality assurance policies and protocols
  8. Demonstrate proficiency in computer programming and data analytic software use
  9. Commit to continuous professional development to cultivate technical skills and UI program knowledge
  10. Perform other work duties as assigned and required to cultivate the RESEA program

YOU QUALIFY WITH:
-Data Analyst III: Two years of full-time experience in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or a related field.
-Data Analyst IV: Three years of full-time experience in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or a related field.
-Both Levels: Relevant academic credits may be applied toward experience qualifications for this position.

YOU ARE A GREAT FIT WITH:
-Data Analyst III - will have knowledge of SQL, Python and/or R, training and/or experience in applying descriptive and inferential statistical techniques for business and economic decision making, including: measures of central tendency/dispersion; probability distributions; sampling distributions; confidence intervals; hypothesis testing; simple linear regression; and correlation analysis. Will also have training and/or experience in additional analytical techniques, such as: forecasting; general and generalized linear models; nonparametric statistical hypothesis testing; hierarchical models; and interactive data visualization.
-Data Analyst IV - will have Knowledge of SQL, Python and/or R, plus training and/or experience in applying descriptive and inferential statistical techniques for business and economic decision making, and mixed methods qualitative and quantitative program evaluation. Will also have training and/or experience in additional analytical techniques, such as: forecasting; general and generalized linear models; nonparametric statistical hypothesis testing; and/or interactive data visualization. Plus, at least two years of experience in data analysis, research, compilation, and/or reporting work in a public administration/healthcare context, for example, in the RESEA or another workforce program.
