Main Purpose of Job
The main purpose of the position is to collate, organize, analyze, and present/report the department’s performance metrics and indicators for strategic management decisions to enhance and improve the department’s performances and reporting in compliance with federal and state regulations, laws, and policies governing the various programs administered by the department, such as Social Service, Family Investment, and Child Support programs. The position also researches and provides leadership with timely and accurate data on program performances, impact, and societal trends to enhance informed program, budget, policy development, and other performance improvement decisions. The incumbent will support DHS program accountability efforts and provide technical assistance, information, formal presentations, and data to a wide variety of interested persons, groups, and stakeholders.
POSITION DUTIES
Coordinate data collection from various sources including the Child Support Management System (CSMS), the E&E system through the worker portal, and the Works system. Design and collect data from local departments through surveys. Analyze data using appropriate statistical tools such as SAS, Microsoft Excel, and Google Sheets. Determine and use appropriate tools or software such as Power BI, Tableau, Qlik Sense, Looker, Zoho Analytics, or Domo for data presentation to management and stakeholders. Respond to data requests from DHS leadership and various stakeholders, including the Governor’s office, Maryland General Assembly, legislative auditors, and relevant federal agencies.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Six years of administrative staff or professional work. Notes: Candidates may substitute college credits or degrees as specified, or military service experience involving staff work related to administration of rules, regulations, policy, procedures, and processes.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants with a Bachelor’s Degree in Computer Science, Data Science, Information Systems, Information Technology, Engineering, or a related field. One year of experience in programming languages such as Python, Java, R, or SAS. One year of experience working with relational databases such as SQL, Amazon Redshift, and Google BigQuery. One year of experience with data visualization tools such as Power BI, Tableau, or Zoho.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees may be required to operate a motor vehicle and must possess a valid motor vehicle operator's license in Maryland.
SELECTION PROCESS
Applicants must provide sufficient information to demonstrate they meet the qualifications. Successful candidates will be placed on the eligible list for at least one year. The department is not sponsoring new H-1B visas at this time. All applicants must be legally authorized to work in the U.S. under the Immigration and Reform Control Act of 1986.
BENEFITS
Contractual employees working 30+ hours per week may be eligible for subsidized health benefits. Employees pay 25% of premiums; the state subsidizes 75%. Additional benefits include dental, accidental death, and life insurance. Leave accrues at one hour per 30 hours worked, up to 40 hours annually.
