Main Purpose of Job

The primary goal of this position is to collate, organize, analyze, and report the department’s performance metrics to support strategic management decisions. This involves ensuring compliance with federal and state regulations and laws across programs like Social Service, Family Investment, and Child Support. The role also includes researching and providing leadership with timely, accurate data to inform program development, budgeting, and policy decisions. Additionally, the incumbent will support DHS’s accountability efforts by providing technical assistance, data, and presentations to stakeholders.

Position Duties
  1. Coordinate data collection from sources such as the Child Support Management System (CSMS), the E&E system via the worker portal, and the Works system.
  2. Design and conduct surveys to collect data from local departments.
  3. Analyze data using statistical tools like SAS, Microsoft Excel, and Google Sheets, utilizing features like VLOOKUP, macros, and pivot tables.
  4. Present data using tools such as Microsoft Power BI, Tableau, Qlik Sense, Looker, Zoho Analytics, or Domo for management and stakeholder decision-making.
  5. Respond to data requests from DHS leadership and external stakeholders, including the Governor’s Office, Maryland General Assembly, and federal agencies.
Minimum Qualifications

Education: Graduation from an accredited high school or equivalent.

Experience: Six years of administrative or professional work experience.

Preferred Qualifications
  • Bachelor’s Degree in Computer Science, Data Science, IT, Engineering, or related fields.
  • Experience with programming languages like Python, Java, R, or SAS.
  • Experience with relational databases such as SQL, Amazon Redshift, or Google BigQuery.
  • Experience with data visualization tools like Power BI, Tableau, or Zoho.
Licenses and Certifications

Must possess a valid motor vehicle operator's license in Maryland if duties include vehicle operation.

Selection Process

Applicants must provide detailed information demonstrating their qualifications. Successful candidates will remain on the eligible list for at least one year. The department is not sponsoring H-1B visas at this time. Applicants must be legally authorized to work in the U.S.
