Louisiana Works is seeking experienced Data Analysts with federal grant cost allocation and financial analysis experience to support the development, documentation, analysis, and implementation of administrative cost allocation methodologies across federally funded workforce and assistance programs. This role focuses on USDOL grants, VR, SNAP E&T, TANF, and other federal funds.

The candidate will analyze costs, review funding structures, and assist in the creation of compliant cost allocation

Responsibilities

  • Analyze financial, administrative, IT, policy, and management costs across federally funded programs.
  • Review funding structures to map direct, indirect, and shared costs.
  • Examine cost pools, allocation bases, WBS structures, cost centers, internal orders, and time coding.
  • Assist in developing compliant cost allocation plans and methodologies.
  • Support federal grant claiming and financial reporting tasks.
  • Develop allocation matrices, formulas, and cost pool calculations.
  • Model impacts of different allocation approaches on federal/state shares.
  • Identify opportunities to claim allowable admin costs and document controls.

Job description

Louisiana Works is seeking experienced Data Analysts with federal grant cost allocation and financial analysis experience to support the development, documentation, analysis, and implementation of administrative cost allocation methodologies across federally funded workforce and assistance programs. Programs include USDOL grants, Vocational Rehabilitation (VR), SNAP Employment & Training (SNAP E&T), TANF, and other federal funds. RFR SR-5279587

Key Responsibilities
  • Analyze financial, administrative, personnel, IT, policy, fiscal, and management costs across multiple federally funded programs.
  • Review existing funding structures and determine how direct, indirect, and shared administrative costs are currently allocated.
  • Analyze existing cost pools, allocation bases, WBS structures, cost centers, internal orders, time coding, and administrative claiming flows.
  • Support the development and documentation of compliant cost allocation plans and methodologies.
  • Perform data analysis supporting federal grant claiming and financial reporting.
  • Develop and validate allocation matrices, formulas, cost pool calculations, and financial models.
  • Analyze current versus proposed allocation methodologies and quantify their financial impact.
  • Model projected federal and state share impacts under different allocation approaches and reimbursement rates.
  • Analyze opportunities to properly identify and claim allowable administrative costs.
  • Assist in identifying compliance risks, unsupported allocation practices, structural gaps, and corrective actions.
  • Support preparation of Public Assistance Cost Allocation Plan (PACAP) narratives, schedules, allocation documentation, and supporting financial data.
  • Validate allocation calculations during implementation and post-implementation.
  • Maintain documentation capable of supporting federal review and audit requirements.
  • Participate in working sessions with Louisiana Works fiscal, program, and administrative stakeholders.
  • Support responses to federal inquiries and revisions resulting from federal review.
  • Apply relevant requirements including 2 CFR Part 200 and 45 CFR Part 95 Subpart E, along with applicable USDOL, RSA, FNS, TANF, and other federal program guidance. RFR SR-5279587
Mandatory Experience

The RFR explicitly states that Data Analyst candidates must have:

  • Cost allocation plan generation experience
  • Experience sufficient to perform the deliverables and requirements contained in the Scope of Services
  • Data analysis experience RFR SR-5279587

Additional data analysis experience beyond the project's minimum requirements is desirable.

The strongest candidates will combine data/financial analysis + government grants + cost allocation plan development + federal claiming rather than being general SQL/BI/Data Analysts.
