Job summary

Horrocks is seeking a Senior Transit Planner/Project Manager in Dallas, TX to lead transit and multimodal transportation planning efforts. You will manage studies, coordinate NEPA/PEL work, and guide team development while engaging with clients and stakeholders.

The role requires a strong background in urban planning, 10+ years preferred, and a proven ability to translate data into actionable planning and public outreach. Competitive benefits and base salary are offered.

Qualifications

• Bachelor’s degree in urban planning or related field is required.
• Master’s degree in planning or similar field is preferred.
• Ten or more years of relevant experience is preferred.
• Experience working with public transit agencies and other public entities.
• Entrepreneurial mindset with initiative and problem-solving.
• Experience with GIS, data collection/analysis, and data visualization.
• Strong technical writing and ability to deliver complex reports.

Responsibilities

• Lead or support transit and transportation planning projects.
• Support client development and business growth activities.
• Manage a range of planning studies including transit alignment and NEPA/PEL work.
• Research and implement best practices in transit planning.
• Analyze transportation, land use, equity, and economic data to inform recommendations.
• Communicate technical information clearly to diverse audiences and prepare deliverables.
• Support public engagement with virtual and in-person outreach.
