Job summary

Horrocks is seeking a Senior Transit Planner or Project Manager in Houston, TX to lead transit and multimodal transportation planning efforts with a focus on equity and community engagement.

You will work with a team across regions, coordinating studies from alignment analyses to NEPA planning, and contribute to client development and technical deliverables while communicating complex results clearly to stakeholders.

Qualifications

• Bachelor's degree in urban planning or closely related field (required).
• Master’s degree in planning or similar field preferred.
• 10+ years of relevant experience (preferred).
• Experience with public transit and public agencies.
• Strong writing, data analysis, and graphic visualization skills.
• Ability to lead and collaborate with diverse teams and stakeholders.

Responsibilities

• Manage projects and planning studies for transit and transportation planning.
• Support client maintenance and business development efforts.
• Coordinate transit alignment, NEPA/PEL, and corridor plans.
• Research and implement best practices in transit planning.
• Analyze transportation, land use, equity, and economic data.
• Prepare technical deliverables and communicate to diverse audiences.
• Support Public Engagement with outreach activities.
