Job description

Summary

This position is located at Fort Drum, NY.

Childcare Fee

Responsibilities
  • Provides program oversight and accountability for the performance of staff and the safety and wellbeing of children and youth in accordance with Department of Defense (DoD), Army and local policies and standards.
  • Recruits and hires qualified personnel using Army CYS Standard Position Descriptions. Supervises program administrators and/or directors/managers; CYS Specialists, CYS Trainers and other staff assigned directly to CYS.
  • Coordinates management of funds and resources, including developing the annual budget for the installation CYS program that includes submission and prioritization of all program component requirements.
  • Establishes and maintains an active program of parental involvement, providing parent education opportunities and encouraging parent observation and participation.
  • Serves as Subject Matter Expert on installation child and youth services issues. Prepares reports, surveys, and briefings for command and installation on matters pertaining to CYS. Supports all EEO and AA objectives.
Requirements

  • Meet qualification/eligibility/background requirements for this position.
  • One-year probationary period may be required.
  • Must satisfactorily complete an employment verification (E-Verify) check.
  • Must be at least 18 years of age at the time of appointment.
  • Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, paragraph 2, including a Child Care Tier 1 background investigation.
  • The Crime Control Act must be successfully completed and maintained.
  • Must have a current health assessment documenting good mental and physical health, freedom from communicable disease, and immunizations per current Army and DoD policy to include annual influenza vaccinations.
  • Must satisfactorily complete training requirements. Travel to on- and off-post locations required. Job requires working both indoors and outdoors.
Qualifications

Educational Requirements
  • Successful completion of an undergraduate degree that included at least 24 semester hours in child development, early childhood education, home economics (with early childhood emphasis), elementary education, or other appropriate fields.
  • Or a combination of education and experience equivalent to a 4-year degree, including 24 semester hours in an appropriate field plus additional coursework or experience that provides comparable knowledge.
Professional Experience
  • Twenty-four (24) months of professional experience managing at least two CYS programs to include one year of responsibility for a center-based child or youth program facility. Experience must be equivalent in difficulty and complexity to the next lower level, including regulatory, personnel, funding and budgeting responsibilities.
  • Ability to plan and organize work, analyze problems, gather relevant data and recognize solutions.
  • Comprehensive written and oral communication skills. Ability to present ideas and proposals to a variety of audiences.
Preferred Qualifications
  • Minimum of one year experience as a CYS Program Operations Specialist or CYS Administrator at a medium or large garrison.
  • Minimum of one year experience as a CYS Coordinator at a small garrison.
Education

Proof of education is required at the time of application. Education must be directly related to the position to be filled. General education courses do not count towards the credit total.
