Job summary

BTI, a Service-Disabled Veteran-Owned Small Business, seeks a Program Manager to lead cybersecurity services for the Maryland Department of General Services. The role requires senior-level oversight of governance, risk management, compliance, secure design, and operations across multiple initiatives.

Responsibilities include managing staffing, developing program plans, and coordinating with sponsors, teams, and subcontractors to ensure contract requirements and security objectives are met.

Qualifications

• Minimum of five years of demonstrated experience providing cybersecurity resources or managing cybersecurity services for government, state, local, or large private-sector organizations.
• Experience supporting cybersecurity governance, risk management, regulatory compliance, secure system design, or cybersecurity operations.
• Senior-level experience with technology projects for government or large enterprises, including project development and staff augmentation.
• Knowledge of project management principles, Agile methodologies, and staffing processes.
• Understanding of software development life cycle and evolving cyber delivery practices.

Responsibilities

• Provide leadership and oversight for assigned cybersecurity services and projects.
• Serve as primary point of contact for stakeholders, sponsors, technical teams, and vendors.
• Oversee governance, risk management, compliance, secure system design, and operations.
• Develop program plans, schedules, staffing plans, risk registers, and performance reports.
• Coordinate SDLC activities and ensure conformance to state policies and security requirements.
• Recruit, onboard, and manage qualified cybersecurity and technology personnel.
• Communicate program status, risks, and staffing needs to executives and stakeholders.
• Ensure timely delivery of services and adherence to contract requirements.
