Qualifications

• Bachelor's degree in business, information technology, cybersecurity, engineering, or a related field.
• Seven years of progressive program, project, contract, or service-delivery management experience in IT/cybersecurity.
• Three years of government client experience or regulated environments required.
• Experience managing multiple concurrent efforts and IDIQs or staff augmentation.
• Working knowledge of cybersecurity and privacy services including governance and risk.
• Ability to manage customer relationships, cross-functional teams, budgets, and schedules.
• Ability to meet employment, background checks, and security clearance requirements.
• Willingness to support after-hours as needed for Work Orders or cybersecurity events.

Responsibilities

This employee will lead contract-level coordination and customer engagement, support Work Order opportunities and delivery, and provide executive visibility into performance, staffing, risks, and compliance. The position is an A&T Systems in-house employee role and is not a subcontractor or billable labor-category position.

The Program Manager will support cybersecurity and privacy services across governance, risk and compliance; security architecture, engineering and implementation; and protection and defense. Specific technical activities, delivery methods, work locations, and access requirements will be established through individual Work Orders.

Requirements

Essential Responsibilities

• Serve as A&T Systems' primary Contractor Point of Contact for the State contract and maintain effective relationships with the Contract Monitor, Contract Manager, agency stakeholders, subcontractors, and A&T leadership.
• Lead contract governance, including work planning, status reporting, performance monitoring, issue management, escalation, invoicing coordination, and records required to support contract administration.
• Coordinate the development, review, staffing, pricing support, and submission of Work Order responses; ensure proposed approaches align with the master contract and agency requirements.
• Manage delivery across Work Orders by tracking scope, schedule, staffing, quality, risks, dependencies, deliverables, and customer acceptance.
• Translate customer needs into actionable delivery plans and coordinate qualified cybersecurity resources for GRC, security architecture, cloud and hybrid security, DevSecOps, SOC operations, vulnerability management, threat intelligence, and incident response.
• Ensure staffing plans, resource qualifications, certifications, background checks, and security clearances meet applicable Work Order and State requirements.
• Maintain a clear problem-escalation path and resolve performance, staffing, billing, and delivery issues promptly with internal leadership and State stakeholders.
• Provide concise executive reporting on pipeline, Work Order status, financial performance, staffing, contract compliance, material risks, and corrective actions.
• Support continuous improvement of cybersecurity service delivery, recruiting readiness, quality practices, and knowledge management.

Required Qualifications

• Bachelor's degree in business, information technology, cybersecurity, engineering, or a related field; equivalent relevant experience may be considered.
• At least seven years of progressively responsible program, project, contract, or service-delivery management experience supporting IT, cybersecurity, or technology professional services.
• At least three years of experience supporting Federal, State, or local government clients, or a similarly regulated environment.
• Demonstrated experience managing multiple concurrent efforts, task orders, work orders, IDIQs, or staff-augmentation and professional-services engagements.
• Working knowledge of cybersecurity and privacy services, including governance and risk, security engineering, and/or protection and defense operations.
• Demonstrated ability to manage customer relationships, cross-functional teams, subcontractor coordination, schedules, budgets, risks, and written deliverables.
• Ability to meet any employment, background investigation, information-security, confidentiality, and clearance requirements applicable to assigned Work Orders.
• Ability to support normal business hours and occasional evening, overnight, or weekend requirements when required by a Work Order or cybersecurity event.

Preferred Qualifications

• PMP, PgMP, Agile, ITIL, or comparable project or service-management certification.
• Experience with Maryland State government contracting or statewide, multi-agency service-delivery environments.
• Knowledge of NIST Cybersecurity Framework, NIST SP 800-53, NIST Risk Management Framework, CMMC, or comparable security and compliance frameworks.
• Experience with Agile delivery, secure software development lifecycle practices, DevSecOps, cloud security, GRC, SOC operations, incident response, or vulnerability management.
• Experience supporting workforce planning, cybersecurity recruiting, skills assessments, and rapid staffing for technical engagements.
