Job Description:

The Oregon Department of Emergency Management (OEM) is excited to announce an opening for a Cybersecurity Planner (Program Analyst 3) to develop, exercise, and revise plans, procedures, and programs that improve the capability of state and local governments to effectively prevent, protect, respond to and recover from a wide range human-caused and technological hazards.

This position assists and coordinates the actions of cybersecurity planning with local jurisdictions, state agencies, federal agencies and local experts in the emergency management field regarding cybersecurity planning, training and exercise programs. This position guides and collaborates with state Oregon Emergency Response System (OERS) Council representatives, local emergency managers, elected officials, and responders to establish program guidelines, administrative rules, and structure for the state Prevention and Protection Planning Program Plan in alignment with the Homeland Security Strategy and Statewide Cybersecurity Plan.

This is a limited duration position that is funded through October 31, 2027 and may be extended depending on funding. Limited duration positions are benefits eligible.

Here are some of the supporting duties:

  • Serve as planner in establishing agency plans and supporting procedures and policies related to the implementation of plans, having a broad and strategic impact on the state and multiple regional areas.
  • Coordinate solutions to planning-related issues and resolve planning conflicts that involve state and federal government staff, other state agencies, interest groups and the public.
  • Manage a variety of projects as assigned; develop scope of work for various levels of plans, projects and guidance documents.
  • Write and maintain cybersecurity and other prevention and protection plans.
  • Establish program guidelines, administrative rules, and structure for the state Prevention and Protection Program Plan.
  • Give technical planning advice to local jurisdictions and executive managers on the options for cybersecurity planning, policies and planning programs.
  • Write and monitor grant applications, review grant eligibility, and approve and submit reports on the State Local Cybersecurity Program and other prevention and protection grant programs.

What do you need to qualify? Minimum Qualifications:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to Emergency Management, community focused preparedness, or related field AND

Four years’ experience coordinating or administering a program

OR;

Any combination of experience or education equivalent to seven years of experience coordinating or administering a program related to Emergency Management, community focused preparedness, or related field.

What we are looking for (Desired Attributes):

  • Demonstrated understanding and application of NIMS, ICS and emergency planning principles, preferably in homeland security and/or cybersecurity
  • Experience building relationships and communicating with multiple levels of government and/or Tribal partners on complex programs
  • Experience in project and program management, preferably in Planning, Training, and/or Exercise programs
  • Experience working with State and/or Federal Grants
  • Cybersecurity Risk Management Certificate or other equivalent cybersecurity planning program

Additional information:

  • The salary listed is the non- Public Employee Retirement Systems (PERS) qualifying salary. If the successful candidate is PERS qualifying, the salary will reflect the 6.95% increase.

  • Employees of the Oregon Department of Emergency Management are subject to recall at any time. During an emergency this position may be required to work long hours without normal days off within the State Emergency Coordination Center (ECC), Recovery Coordination Center (RCC) or in the field supporting emergency response activities. To support development and enhancements of State ECC/RCC capabilities and responsibilities all staff may be re-directed from day-to-day duties to support planning, training, and exercise activities as needed.
