Job summary

Lockheed Martin’s RMS Cyber & Intelligence group seeks a Cyber Policy and Strategy Planner Senior to support Cyberspace Operations. You will coordinate planning and execution across multiple partners, develop policy documents, and deliver actionable briefs to leadership.

We look for strong policy writing, DoD policy familiarity, and the ability to work across stakeholders. This role emphasizes strategic foresight, analytical thinking, and program management in a mission‑critical environment.

  • Building and maintaining quantitative metrics and dashboards for policy effectiveness.

THE WORK

The scope of this effort encompasses tasks that provide USCYBERCOM with the sustained ability to fulfill its mission to direct, synchronize, and coordinate cyberspace planning and operations to defend and advance national interests in collaboration with domestic and international partners. These tasks include coordinating, synchronizing, deconflicting, and integrating operational planning efforts for full-spectrum cyberspace operations. The anticipated award for this effort is Fall 2026.

Who You Are

As a Cyber Policy and Strategy Planner Senior you will provide Cyberspace Operations Support Services (COSS) aligned with the following core disciplines: Cyberspace Operations, Cyberspace Planning, Cyberspace Training and Exercises, Strategy/Policy/Doctrine Development and Campaign, Assessments, Information Technology (IT) Communications, Business Area Support and Project Management Engagement Activities. You will provide the customer with the sustained ability to fulfill its mission to direct, synchronize, and coordinate cyberspace planning and operations to defend and advance national interests in collaboration with domestic and international partners. These tasks include coordinating, synchronizing, deconflicting, and integrating operational planning efforts for full-spectrum cyberspace operations. You will meet the evolving cyberspace operations mission in support of the Joint warfighter.

Monitors, analyzes, and validates threat intelligence to identify, mitigate, and report cyber security threats. Provides timely detection, alerting, and response of malicious network activity originating from external and internal threat actors. Identifies, develops, and implements resilient countermeasures to reduce risk to the enterprise. Responsible for the creation of fused intelligence products based on full analysis and methodologies.

Basic Qualifications
  • High School Diploma plus 13 years of relevant experience is required OR Bachelor’s degree in Computer Science, Information Systems, Cyber Operations, Cyber Security, Software Engineering, or related discipline from an accredited college or university, plus 10 years of relevant experience is required OR Master’s degree in Computer Science, Information Systems, Cyber Operations, Cyber Security, Software Engineering, or related discipline from an accredited college or university, plus 8 years of relevant experience is required.
  • Defining and documenting a multi‑year cyber‑policy vision and strategy aligned with agency directives.
  • Building and maintaining quantitative metrics and interactive dashboards that track policy compliance and effectiveness.
  • Authoring baseline policy documents that became the organization’s reference standards.
  • Conducting gap analyses linking current capabilities to mission requirements and producing actionable policy briefs/white papers for senior leadership.
  • Mentoring junior analysts on research methods, policy‑writing standards, and clearance handling while managing a version‑controlled policy library.
  • Must possess a current US Security Clearance TS/SCI w/ poly
Desired Skills
  • Strong written communication skills; demonstrated ability to produce clear, concise policy documents for senior leadership.
  • Familiarity with DoD cyber policy frameworks and relevant statutory authorities.
  • Ability to work independently while coordinating across multiple stakeholder groups.
  • Analytical thinking for gap analysis and strategic foresight.
  • Excellent stakeholder management and facilitation skills.
  • Proficiency with document‑management tools and version‑control systems.
  • Understanding of emerging cyber threat trends and standards (e.g., NIST, ISO).
  • Experience in a DoD, intelligence‑community, or allied‑nation cyber environment (preferred)
Pay Information

Full-Time Salary Range: $135700.00 - $251900.00

  • For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
