Job summary

Lockheed Martin, Rotary Mission Systems Cyber & Intelligence, seeks a Program Support Specialist Journeyman to provide Cyberspace Operations support services and enable planning, training, and execution of operations. You will coordinate across teams, align with policy and doctrine, and support leadership with comprehensive reporting and documentation.

You will work on engineering program coordination, schedule management, and development of strategic activity plans while ensuring compliance

Qualifications

  • Bachelor’s degree in Business Administration, Information Technology, Cybersecurity, or related discipline from an accredited college or university with 10 years of relevant experience; or Master’s degree with 8 years; high school diploma with 13 years of relevant experience.
  • Experience coordinating program activities across multiple teams and stakeholders with schedules, milestones, and deliverables.
  • Experience analyzing program data to identify trends, risks, and performance issues and supporting mitigation efforts.
  • Experience preparing reports, briefings, and documentation for leadership in compliance with policies and standards.
  • Experience supporting, budgeting, resource tracking, and program planning using tools like MS Project and Jira; ability to drive improvements.

  • Provide Cyberspace Operations Support Services aligned with Cyberspace Operations planning, training, and exercises.
  • Coordinate, synchronize, deconflict, and integrate planning efforts for full-spectrum cyberspace operations.
  • Meet evolving cyberspace mission needs in support of the Joint warfighter.

THE WORK

The scope of this effort encompasses tasks that provide USCYBERCOM with the sustained ability to fulfill its mission to direct, synchronize, and coordinate cyberspace planning and operations to defend and advance national interests in collaboration with domestic and international partners. These tasks include coordinating, synchronizing, deconflicting, and integrating operational planning efforts for full-spectrum cyberspace operations.

The anticipated award of this effort is Fall 2026.

As a Program Support Specialist Journeyman you will provide Cyberspace Operations Support Services (COSS) aligned with the following core disciplines: Cyberspace Operations, Cyberspace Planning, Cyberspace Training and Exercises, Strategy / Policy / Doctrine Development and Campaign, Assessments, Information Technology (IT) / Communications, Business Area Support and Project Management Engagement Activities. You will provide the customer with the sustained ability to fulfill its mission to direct, synchronize, and coordinate cyberspace planning and operations to defend and advance national interests in collaboration with domestic and international partners. These tasks include coordinating, synchronizing, deconflicting, and integrating operational planning efforts for full-spectrum cyberspace operations. You will meet the evolving cyberspace operations mission in support of the Joint warfighter.

Coordinates planning, organization, control, integration and completion of engineering projects within area of assigned responsibility. Plans and formulates engineering program; reviews product design for compliance with engineering principles, company standards, customer contract requirements, and related specifications. Evaluates and approves design changes, specification and drawing releases. Coordinates activities concerned with technical developments, scheduling, and resolving engineering design and test problems.

Basic Qualifications
  • High School Diploma w/13 years of relevant experience is required OR Bachelor’s degree in Business Administration, Information Technology, Cybersecurity, or related discipline from an accredited college or university w/10 years of relevant experience is required OR Master’s degree in Business Administration, Information Technology, Cybersecurity, or related discipline from an accredited college or university w/8 years of relevant experience is required.
  • Experience coordinating program activities across multiple teams and stakeholders while developing and maintaining detailed schedules, milestones, and deliverables.
  • Experience analyzing program data to identify trends, risks, and performance issues, tracking risks, issues, and dependencies, and supporting mitigation efforts.
  • Experience preparing comprehensive reports, briefings, and documentation for leadership, ensuring compliance with applicable policies, standards, and frameworks.
  • Experience supporting, budgeting, resource tracking, and overall program planning, leveraging program‑management tools (e.g., MSProject, Jira) to monitor progress.
  • Experience recommending and implementing process improvements that increase program efficiency and effectiveness and facilitated regular communication to gather updates and keep all parties informed.
  • Must possess a current U.S. TS/SCI security clearance with polygraph.
Desired Skills
  • Proficiency with program‑management software (MS Suite, JIRA, etc.).
  • Strong analytical, written, and oral communication skills.
  • Ability to interpret and apply policy and compliance requirements.
  • Basic understanding of USCYBERCOM mission areas and cyber operations
  • Experience with Workflow Management System (WMS) and/or JIRA to task, track and manage tasks.
Pay Information

Full-Time Salary Range: $95900.00 - $178100.00

  • For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
