Job summary

South Texas College seeks a CTE Project Manager to lead the Carl D. Perkins Basic Grant, coordinating planning, implementation, and continuous improvement of grant-funded CTE initiatives.

The role oversees the annual Perkins Basic Grant application, CLNA, and programmatic reporting while serving as the primary liaison with THECB. Collaboration across College divisions is essential to advance CTE priorities and student success.

Qualifications

• Bachelor's degree required; Master's degree preferred.
• At least three (3) years of grant, project, contract and/or project management experience.
• At least three (3) years of experience in higher education, preferred.
• Experience with a career and technical education grant preferred.

Responsibilities

• Serves as the primary point of contact/Principal Investigator for the Perkins Basic Grant, managing grant implementation and institutional collaboration.
• Partners with staff to develop, submit, manage, amend, and closeout the Perkins Basic Grant application.
• Manages the Comprehensive Local Needs Assessment (CLNA) and facilitates data-informed planning to identify priorities and continuous improvement.
• Oversees programmatic implementation of Perkins-funded activities, monitoring timelines, deliverables, performance measures, and compliance.
• Provides fiscal stewardship by monitoring grant budgets, expenditures, amendments, procurement, and reporting for compliance.
• Collaborates with Perkins Liaisons, CTE administrators, faculty and cross-functional departments to support grant implementation and planning.
• Develops and disseminates grant guidance, procedures, training materials, and technical resources for consistent grant management.
• Provides technical assistance and training regarding Perkins requirements, reporting expectations, procurement, and compliance.
• Maintains complete grant records and electronic filing systems to support audits and records retention.
• Coordinates collection and reporting of program data to support federal/state reports, audits, and decision-making.
• Identifies opportunities to improve grant processes and cross-functional collaboration.
