Systems Planning and Analysis, Inc. (SPA) seeks a Critical Infrastructure Analyst (Telecommunications) to support the DASW for GIES on Team Telecom in Alexandria, VA. Qualifications

• Bachelor's degree in National Security, Cybersecurity, or International Relations.
• 3+ years of risk analysis experience; or 5+ years in national security.
• Familiarity with Team Telecom, CFIUS, export controls, sanctions, or related USG processes.
• Proven research skills to support technical, legal, and financial questions.
• Ability to communicate clearly both verbally and in writing.
• Ability to travel; onsite work based on client needs; TS/SCI clearance.
• Master's degree in CS/CE/IT or Cyber Security is desirable.
• Experience in telecommunications industry operations/services/technical roles.
• Experience or certifications in cybersecurity.

Responsibilities

• Review Team Telecom applications, including FCC licenses for satellites, subsea cables, and international networks.
• Analyze corporate ownership structures and cybersecurity and physical security policies in USG contexts.
• Conduct due diligence and risk assessments with DoD stakeholders on foreign participation.
• Analyze open-source/classified telecom security information to form policy recommendations for DoD leadership.
• Author analysis papers on foreign participation risks and recommend interagency positions.
• Support evolving telecommunications and technology security policy developments.

The Industry and Security Analysis Group (ISAG) within JOID provides analytical, technical, and program support to promote, grow, and protect the U.S. industrial base. ISAG’s support spans the Department of Defense (DOD), Department of Commerce, and other agencies to deliver critical decision support to national security leaders. Our team informs policy decisions, enables execution of comprehensive strategies and monitors and reports on the effectiveness of implementation. We have an immediate need for a Critical Infrastructure Analyst (Telecommunications) to provide onsite support at the Mark Center in Alexandria, VA.

Responsibilities

The Critical Infrastructure Analyst supports the Office of the Deputy Assistant Secretary of War (DASW) for Global Investment and Economic Security (GIES) on The Committee on Foreign Investment in the United States (CFIUS) Telecommunications Services Sector (also known as Team Telecom). Team Telecom is an interagency committee that advises the Federal Communications Commission (FCC) in its public interest review of national security and law enforcement concerns that may be raised by foreign participation in the U.S. telecommunications services sector. This role includes domestic and, possibly, international travel. The candidate will r eview Team Telecom applications, to include documents relating to FCC license applications (relating to satellites, subsea cables, international networks, and other related areas), corporate ownership structures, cybersecurity and physical security policies, and USG contracting information. Conduct due diligence and fact-finding research independently and with the support of DoD stakeholders to assess risk arising from foreign participation in each FCC application review and the implications to DoD’s security interests, communications, network resiliency, supply chain, personal data and cybersecurity. Analyze open-source and classified information on telecommunication security issues to formulate actionable policy recommendations for DoD leadership decision. Author analysis papers regarding the risks of foreign participation in each application review and advise the interagency Committee of the Department’s recommendations. Support evolving telecommunications and technology security policy developments as required.

Qualifications

Required:

• Bachelor's degree required with a desired focus area in National Security, Cybersecurity, or International Relations
• 3+ years of relevant risk analysis experience; or 5+ years of experience supporting national security issues
• Familiarity with Team Telecom, CFIUS, export controls, sanctions, or other related USG processes
• Proven research skills to support technical, legal, and financial questions
• Ability to communicate clearly both verbally and in writing
• Ability to travel; ability to work fully onsite based on client needs
• Active TS/SCI clearance

Desired:

• Master's degree in the areas of Computer Science, Computer Engineering, Information Technology, or Cyber Security
• Experience in the telecommunications Industry especially in operations, services, and/or technical positions
• Experience or certifications in the cybersecurity realm
• Previous OSD or major staff experience
