Job Description
To perform a variety of semi-skilled and skilled work in the operation, maintenance and repair of water pump stations, water storage facilities, the water distribution system.
SUPERVISION EXERCISED
Employee has direct supervisory responsibilities of section’s employees.
Essential Duties
Core Competencies
Inspects, maintains and repairs failures in the water distribution system and wastewater collection system.
Conducts water pressure checks, analyzes results and makes or recommends system modifications as needed.
Makes and/or inspects water taps.
Performs line locates of water and wastewater mains and apparatuses under the rules of the Texas One Call Law for contractors, citizens and city departments.
Interprets maps, drawings, plans and specifications; Coordinates GIS/GPS mapping.
Performs physical inspection; monitors through computerized systems; the pump stations and chlorination systems; lift stations and water storage facilities; Reports abnormal conditions.
Controls pumps, valves, cathodic protection, mercury float switches, sonar level detection equipment, and other equipment to support a continual flow through the distribution and collections systems.
Monitors charts indicating the levels in the elevated and ground storage tanks; wet wells; interprets and reacts to the levels in determining when a pump or combination of pumps need to be started or stopped.
Prepares daily and monthly operational reports, written, and/or computer-generated using City mainframe system, Microsoft software, CityWorks Software, and SCADA system.
Prepares and maintains operating reports, work orders, and records as required by State regulations.
Collects water samples, tests water samples, and analyzes results. Collects Bacteriological water samples for laboratory analysis. Performs chlorinator, pump and motor maintenance and repairs.
Maintains facilities including cleaning, painting, and grounds maintenance.
Performs meter installation and repair, disassembling, cleaning, repairing, replacing and testing of defective or worn water meters including residential, commercial and fire hydrant meters.
Works in confined spaces and trenches using proper safety equipment and procedures; Operates electronic gas detection equipment and maintains air packs for emergency use.
Inspects physical security safeguards.
Operates backhoes, dump trucks, front-end loader, ditcher, vehicles (w/trailer) and various other size and types of equipment as may be required; loads, hauls and unloads various equipment, materials, and supplies.
Operates, inspects and maintains various hand, power, and hydraulic tools and equipment, including welders.
Responds to customer service complaints.
Serves on stand-by shifts and may be required to work overtime; Serves on various employee or other committees as assigned.
Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations; possesses and maintains a valid driver's license, if required, and complies with City of Killeen driving policy.
Performs other duties as assigned.
Required Minimum Qualifications
EDUCATION AND EXPERIENCE:
- Graduation from high school or equivalent; and,
- Two years of direct experience in water distribution, wastewater collections or water/wastewater treatment.
Knowledge, Skills And Abilities
- Ability to communicate effectively verbally and in writing;
- Ability to understand and carry out written and oral instructions;
- Ability to work safely;
- Ability to establish effective working relationships with other employees, supervisors and the public;
- Knowledge of computer-based equipment;
- Skill in operation of the listed tools, materials and equipment;
- Working knowledge of facilities, equipment, materials, and safe methods and techniques used in wastewater collection and water distribution activities;
- Knowledge of light equipment operation, the hazards and safety precautions common to light equipment operations;
- Knowledge of the general operating rules of City and the State of Texas in W/S Operations. Ability to perform the duties in which a Certificate of Competency is held. Ability to identify tasks that require a certified operator and oversee, perform or seek guidance appropriately;
- Ability to monitor, read, and interpret various diagrams, devices, charts, gauges, and correctly interpret and react to those interpretations.
- Ability to learn the characteristics of individual pump station, lift station and water storage facilities;
- Ability to think and act quickly in emergencies, judge situations accurately, dispatch appropriate personnel under normal and emergency situations;
- Knowledge of chemical and fuel storage, hazards and safety precautions;
- Ability to perform heavy manual tasks under varying weather conditions;
- Ability to drive and operate a variety of equipment under varying conditions;
- Ability to maintain regular and punctual attendance.
Special Requirements
- Class D Water Operator’s License;
- Class C Water Operator’s License within twelve months from date of hire;
- Class c Water and class II Waste Water Collections License’s preferred.
- Texas Class A CDL driver’s license with tanker endorsement by date of hire;
- Haz-Mat Endorsement to Texas Driver’s License preferred.
- Ability to complete all required FEMA courses with certificates within one year of date of hire;
- Ability to complete a Utilities Safety course with certificate within 90 days of date of hire;
- Ability to complete course and be certified as a Confined Space Competent Person with in one year of date of hire;
- Ability to complete course and be certified as an Excavation/Trench Safety Competent Person within one year of date of hire.
Supplemental Information
TOOLS AND EQUIPMENT USED
Various motorized vehicles and equipment including dump truck, pickup truck (w/trailer), utility truck, sewer jet truck, forklift, skid-steer loaders, and mowers. Medium to heavy equipment including backhoes, front-end loaders and ditcher.
Various power tools, tamper/compactors, lawn maintenance equipment/tools, cut-off saws, chain saws, jackhammers and tapping machines.
Various common hand tools shovels, wrenches, safety equipment such as gas detectors, personal retrieval system, blower, chlorine residual test kits, air packs (SCBA), trench shoring and trench boxes, back support belts, two-way radio, telephone and any other tool or equipment inherent to the job.
Computer, fax machine, duplicating equipment.

The employee regularly works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee is frequently exposed to fumes or airborne particles, toxic or caustic chemicals, blood borne pathogens and risk of electrical shock.
The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception and the ability to adjust focus.
This position is a safety sensitive position.

Stands, walks, bends and reaches continually. Frequently drives vehicle.
