Position Highlights: The Deschutes County Circuit Court in Bend, Oregon, is hiring an Application and Contribution Program (ACP) Clerk (Court Operations Specialist). In this role, you will process applications for court appointed counsel. You will interview defendants in court or over the phone to obtain personal and financial information that you will use to determine their eligibility for court appointed attorneys. To verify the information provided, you will access Oregon Employment Department records and the Equifax database, and you will contact applicants’ employers. You will communicate with defendants over the phone and in writing to resolve any discrepancies you find. You will complete worksheets to determine if applicants are eligible for court appointed counsel and, if so, if they are able to contribute toward the cost of counsel. Based on your findings, you will either sign court appointed attorney orders/judgments granting counsel or recommend denials to the judge as appropriate. You will track application fees, contribution amounts, charges, acceptances, denials, and bench appointments in the computer system to help with data collection and for use in generating a monthly report. As a resource to judges, court staff, attorneys, and outside agencies, you will share information about the ACP. You will also help provide staff training about ACP verification procedures. Assigned tasks may be changed to accommodate workload and organizational needs.
This is a full-time, on-site position. This position is not eligible for remote or hybrid work. The work schedule is 7:30 a.m. to 4:30 p.m. Monday through Friday. This position is eligible for overtime compensation for hours worked in excess of 40 per workweek. Occasional after-hours or overtime work may be required. Work is performed in a normal office environment and in a courtroom and can be stressful at times. This position requires accuracy and attention to detail, and you must be able to multitask while focusing on other matters in the courtroom. Frequent phone and in-person interaction with people from diverse backgrounds. Frequent phone and in-person interaction with people who may be facing challenging life circumstances, highly stressful situations, or trauma, including people who are angry, hostile, confused, or frustrated. Frequent contact with out-of-custody defendants. Long periods of sitting or standing. Regular use of the following equipment: telephone, OJD-assigned computer with multiple monitors and laptop, copy machine and scanner. Employee must become CJIS (Criminal Justice Information System) certified in order to remotely access the jail’s inmate tracking system.
