Job summary

Bonneville County is seeking a Chief Information Officer (CIO) to lead its Information Services and Data Analytics Department (ISADA). The CIO serves as the County's senior technology executive and principal technology advisor to the Board of County Commissioners, elected officials, and department heads.

Qualifications

  • Graduation from an accredited college or university with a Bachelor's degree in Information Technology, Computer Science, Management Information Systems, Business Administration with a focus on IT, Public Administration with a focus on IT, or a related field.
  • Eight (8) years of progressively responsible experience managing complex information technology environments, including three (3) years in a leadership or management role with responsibility for personnel, budgets, infrastructure, enterprise systems, vendors, cybersecurity, and strategic planning.
  • An equivalent combination of education and experience.

Responsibilities

  • Develop and implement a comprehensive, multi-year technology strategy aligned with the County's operational needs, priorities, and financial resources.
  • Advise the Board of County Commissioners, elected officials, and department leaders on technology risks, investments, policies, and opportunities.
  • Lead and develop ISADA personnel while promoting professionalism, collaboration, accountability, innovation, and responsive customer service.
  • Oversee County networks, servers, cloud services, telecommunications, workstations, enterprise systems, backup systems, and related technology infrastructure.
  • Establish and maintain a risk-based cybersecurity program addressing access management, network and endpoint security, vulnerability management, data protection, incident response, and third-party risk.
  • Develop and test technology disaster-recovery and business-continuity plans.
  • Establish service standards and performance measures for user support, system availability, incident response, and customer service.
  • Oversee technology projects, system implementations, procurement, contracts, licensing agreements, vendors, and user training.
  • Develop and administer operating and capital budgets, including multi-year forecasts for infrastructure, licensing, staffing, and equipment replacement.
  • Promote effective use of ArcGIS, Power BI, and other data platforms to support County operations and public access to information.
  • Establish standards for data governance, accuracy, security, privacy, interoperability, maintenance, and distribution.
  • Represent the County in technology matters involving vendors, governmental agencies, professional organizations, and community partners.
