Qualifications

  • Minimum 10 years in management and operations of a mixed rotary- and fixed-wing aircraft fleet, or 15 years without a degree.
  • 10 years of technical or professional management experience, including five years of program management, with similar size and scope.
  • Thorough knowledge of FAA regulations and applicable guidelines.
  • Prior U.S. military service in aviation.
  • Spanish 2/2 proficiency for Central and South American sites.
  • Bachelor's degree or equivalent discipline.

Responsibilities

  • Serve as single point contact for INL/A on-site, typically the Senior Aviation Advisor or Aviation Operations Director.
  • Facilitate all operational planning activities for SAA/AOD and coordinate briefing and execution of in-country activities.
  • Maintain liaison with INL/A and contractors to ensure de-confliction and execution of directed activities.
  • Act as subject-matter expert on policy and multi-function project management.
  • Hold overall responsibility for all technical and management functions of the task order.
  • Interface between INL/A and associate contracts in day-to-day aviation missions.
  • Prepare customer briefings and provide subject-matter expertise.
  • Have full authority to obligate corporate funds in support of the assigned effort.

V2X Invites Applications for the position of Country / Site Manager for the U.S. Department of State (DoS) Bureau for International Narcotics and Law Enforcement/Office of Aviation (INL/A) Worldwide Aviation Support Services (WASS) Program. This permanent full‑time position will be CONUS‑based out of Melbourne, FL. Remote work permissible with visits to customers and program support locations.

Contract period of performance: 10 years. Interim employment offered immediately on a consulting basis; full‑time employment contingent upon contract award.

Responsibilities
  • Serve as single point contact for the Senior INL/A representative on‑site, typically the Senior Aviation Advisor (SAA) or Aviation Operations Director (AOD).
  • Facilitate all operational planning activities for SAA/AOD.
  • Maintain liaison with INL/A, associate contract leads, and other stakeholders to coordinate briefing, de‑confliction, and execution of INL/A directed activity in‑country.
  • Serve as subject‑matter expert regarding policy and operational practices and be familiar with all facets of multi‑function project management.
  • Report to the Manager from PSO at HQ, Patrick Air Force Base, and the SAA/AOD in each country.
  • Hold overall responsibility for all technical and management functions associated with the task order.
  • Act as direct interface between INL/A and associate contracts in day‑to‑day aviation missions.
  • Serve as primary interface between customer and company.
  • Prepare customer briefings and provide subject‑matter expertise.
  • Have full authority to obligate corporate funds in support of assigned effort.
Pre‑Award & Proposal Development Support
  • Partner with the Capture Manager to shape the overall program management, execution approach, and technical volumes.
  • Lead development of the program management, organizational structure, governance, and performance management sections of the proposal.
  • Validate that proposed maintenance, supply chain, quality, safety, and subcontractor strategies are operationally executable within cost, schedule, and regulatory constraints.
  • Collaborate with the Transition Manager to ensure seamless integration between the transition approach and steady‑state execution plan.
  • Work closely with pricing, contracts, HR, supply chain, IT, property, and platform SMEs.
  • Participate in solutioning sessions and Black‑Hat reviews to assess incumbent performance risks, staffing considerations, aircraft divestment complexities, and customer fleet sustainment demands.
  • Support color‑team reviews (Pink, Red, Gold) and incorporate evaluator‑focused refinements.
  • Ensure proposed KPIs, aircraft availability metrics, readiness thresholds, safety controls, and reporting structures are measurable, contract‑aligned, and executable from Day One.
  • Maintain strict traceability between proposal commitments and post‑award management processes.
  • Upon award, convert proposal artifacts into executable program management baselines.
Qualifications
Required Qualifications
  • Minimum 10 years of experience in management and operations of a mixed rotary‑ and fixed‑wing aircraft fleet, or 15 years without a degree.
  • 10 years of technical or professional management experience, including five years of program management experience, with at least one year in projects of similar size and scope.
  • Thorough knowledge of FAA regulations and applicable guidelines.
  • Prior U.S. military service in aviation.
  • Experience in host‑nation military advisory and leading workgroups desired.
  • Central and South American sites require Spanish 2/2 proficiency.
  • Bachelor's degree or equivalent discipline.
Preferred Qualifications
  • Advanced degree(s) and/or training relevant to client operations.
  • Prior experience on large‑scale CONUS/OCONUS U.S. Government aviation contracts in remote and/or hostile environments.
  • Rated rotary‑wing pilot with FAA certification and at least 1,500 flight hours.
  • Branch 15 Aviation MOS series or other commercial/military equivalent.
  • Experience managing aircraft divestment or platform sunset activities.
  • Spanish Level L‑2, R‑2 in LATAM Programs.
Security Clearance Requirement
  • An active SECRET level clearance is required (or ability to acquire prior to contract start).
