Job summary

Constellis is seeking a qualified professional to develop operational requirements and coordinate between staff to translate tasks for the Counterdrug mission. Primary work at HQ ACC/A3O Langley AFB, VA, with travel to CONUS and OCONUS sites. Office-based environment with potential extended hours.

Ideal candidate has 5+ years in air operations, secret clearance, fluent Spanish (DLPT 3+), and experience turning operational requirements into technical specifications for new capabilities.

Qualifications

  • 5+ years of air operational experience.
  • Experience working with Latin American air forces/US agencies in CD surveillance, C2, and communications.
  • Fluency in Spanish (DLPT Level 3+) and ability to translate between English and Spanish.

Responsibilities

  • Assist in developing CONOPS, conduct analyses, provide engineering evaluations, and participate in system testing.
  • Provide engineering assistance to optimize surveillance, C2, and communications systems.
  • Support bilingual (Spanish/English) agreements based on operational requirements.
  • Coordinate with Combatant Commands, SPOs, HQ staff to translate operational requirements into technical specs.
  • Support implementation and integration of CD systems from concept to operation.
  • Provide SMEEs to US and Partner Nation forces.
  • Assist in sustaining the CD Network.

Job description

This position is responsible for developing operational requirements and coordinating between staff resulting in actionable tasks to be implemented into the Counterdrug mission.

RESPONSIBILITIES
  • Assist in the development and definition of CD Concept of Operations (CONOPS), conduct studies and analyses, provide engineering evaluations on recommended system changes, and participate in conducting or witnessing system testing.
  • Provide engineering assistance to optimize surveillance, command and control, and communications systems.
  • Support the development of bilingual (Spanish/English) agreements based off operational requirements.
  • Coordinate and assist Combatant Commands, Air Components, System Program Offices (SPOs), HQ ACC staff and other offices as required to develop, refine, and translate operational requirements into technical specifications for implementation of new capabilities for the CD mission.
  • Support implementation and integration of CD systems from concept development to operational use.
  • Provide operations subject matter expert exchanges (SMEEs) to US and Partner Nation forces.
  • Support the sustainment of the ACC CD Network.
  • Assist in the development of bilingual (Spanish/English) technical guides and procedures for PN personnel use.
  • Primary work location will be within HQ ACC/A3O (Government facilities), Langley AFB, VA and secondary work location, as required, will be in a Contractor provided office in the Langley AFB, VA local area. Travel is required to various CONUS and OCONUS locations. Work is typically based in a busy office environment and subject to frequent interruptions. Business work hours are Monday-Friday standard core hours, however some extended or weekend hours may be required.
  • Other duties as assigned
QUALIFICATIONS
  • At least 5 years of air operational experience. Experience working in the Latin America environment with Latin American Air Forces, US Embassy agencies, or US Military Groups in the field of CD surveillance, command and control, and communications..
  • Secret clearance is required from contract performance start date
  • Fluency in technical and conversational Spanish (DLPT Level 3+), and the ability to translate between English and Spanish
