Job summary

Advantage SCI seeks an experienced Local Hire Program Analyst to support Counter-Insider Threat operations at Camp Smith Joint Base Pearl Harbor Hickam, HI. You will conduct research, analyze data, and document assessments to help identify insider threat indicators.

The role requires TS/SCI with eligibility, five years of program analysis experience, and strong communication skills along with proficiency in Windows applications. Travel within government sites may be required.

Qualifications

• Must possess a Top Secret/SCI clearance with eligibility to SCI.
• Minimum of five years' experience as a Program Analyst.
• Must read and interpret policies, guidance, and procedures.
• Must be able to type at least 40 words per minute and be skilled in Microsoft Windows applications.

Responsibilities

• Review, prioritize based on threshold level, and document all insider threat situations.
• Review and analyze Counter-Insider Threat Program data to identify anomalies and trends.
• Review documented findings to validate operational effectiveness and accuracy of analytical assessments.
• Use Counter-Insider Threat Program tools to complete assessments.
• Record minutes of Counter-Insider Threat Working Group meetings monthly and report to the Case Manager.
• Conduct weekly and monthly audits on insider threat investigations, processes, and records for compliance and efficiency.
• Conduct weekly audits on open Counter-Insider Threat investigations and produce reports.
• Conduct monthly audits of User Activity Monitoring processes and records as per policy.
• Conduct monthly audits of Publicly Available Electronic Information processes and records IAW CIP instructions.
• Produce an Annual Report highlighting analytical processes and results by April 5 each calendar year.
• Coordinate facility visits and assist with base access requests as required.
• Escort un-cleared vendors and government employees requiring access to building as needed.
