Primary Purpose

Sempra Infrastructure seeks a procurement attorney to provide legal services supporting a wide range of activities, including procurement, construction, and general procurement activities for project teams delivering major energy infrastructure projects in the US and Mexico.

The successful candidate will assist in drafting and negotiating procurement and construction contracts, working closely with supply chain management and construction teams. The role is crucial for ensuring legal compliance, managing contracts, and providing strategic advice to support successful project completion and operations.

Expertise in construction and procurement law, including complex contracts, dispute resolution, and project development, is essential. The candidate should have a commercial mindset, risk mitigation skills, and the ability to collaborate across diverse teams. Experience in cross-cultural settings and Spanish language skills are advantageous.

Duties and Responsibilities
  • Legal Guidance and Compliance: Provide legal advice on procurement and construction matters, ensure regulatory compliance, and monitor legal environment changes.
  • Legal Expertise: Knowledge of US laws related to procurement and construction in the energy sector, with familiarity in environmental, labor, permitting, and land acquisition laws in US and Mexico.
  • Contracting Practices: Support development and review of contracts, manage disputes, and ensure contractual risk mitigation.
  • Contract Management: Oversee contract performance, support negotiations, and manage claims and disputes, focusing on EPC contracts and major project support.
  • Risk Mitigation and Dispute Resolution: Identify risks, support dispute resolution processes, and utilize alternative methods like mediation and arbitration.
  • Cross-Border Legal Expertise: Handle legal matters across North America, understanding regional laws and international transaction nuances.
  • Stakeholder Management: Collaborate with internal teams and external stakeholders, maintaining effective relationships.
  • Policies, Procedures, and Training: Develop and implement legal practices and conduct training on legal and contractual issues.
  • Cross-Cultural Competence: Navigate and communicate effectively across cultures, especially US and Mexico, fostering collaboration.
  • Contractual Expertise for Joint Ventures: Understand multinational collaboration implications in large energy projects.

Perform other duties as assigned (no more than 5%).

Minimum Requirements
  • Education: JD or LL.M from an accredited law school (required).
  • Experience: 5+ years relevant legal experience; 3+ years in energy project development preferred; experience with energy laws, procurement, and complex contracts.
  • Skills: Strong analytical, negotiation, communication, and interpersonal skills; high integrity; team-oriented; proactive; bilingual in English and Spanish preferred.
  • Licenses: Member in good standing of a US State Bar, preferably CA, LA, or TX.

Location preference is Houston, TX, with travel availability to other locations including Mexico City.
