Cost Manager / Quantity Surveyor - Data Center Construction

Turner & Townsend is looking for a Cost Manager/Quantity Surveyor to join our team and support construction cost services for our clients. The ideal candidate will be driven and promote our Turner & Townsend purpose and values.

Responsibilities:

1. Advising clients on strategies, managing prequalification of vendors, assessing proposals, bids, and bid-leveling documents, making final recommendations to the client, attending & chairing bid interviews, and managing the appointment process.
2. Managing estimating services for full projects by developing project estimates (relating to construction, fees, direct work, and other costs), reviewing estimations prepared by junior team members, presenting estimates to clients, providing value engineering recommendations and risk assessments, and reviewing estimates using benchmark data.
3. Managing cost reporting by establishing reporting schedules, reviewing & presenting cost reports and forecasts, reviewing project budgets & spend forecasts with clients, maintaining the commercial risk register, and hosting periodic meetings with the project team & vendors.
4. Managing the cost control process by reviewing payment applications, liaising with project managers on contractor entitlements, reviewing change order requests, and using dispute management procedures to handle payment requisitions, change orders, and contractual disputes.
5. Monitoring invoicing processes.
6. Benchmarking project performance against successful benchmarks.
7. Handling all aspects of final accounting, post-contract audits, and account closeouts.
8. Conducting post-contract reviews with clients to document lessons learned and applying these to create training materials.
9. Developing procedures for project handover.
10. Utilizing Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Take-off Software in all duties.
11. Adhering to SOX control responsibilities where applicable.

Minimum Qualifications:

• Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or a related field.
• Minimum 3-5 years of relevant experience in a cost management role within the construction industry.
• RICS accreditation or working towards it is valuable.
• Experience supporting cost management on medium to large construction projects.
• Construction consultancy experience is strongly preferred.
• Good knowledge of construction industry technical matters, such as procurement routes, value management, and value engineering.
