Job Description

Essential Duties & Responsibilities:

  1. Prepare independent cost estimates to support projects during planning, design, and construction phases.
  2. Review and prepare final engineer’s estimates considering factors such as phasing, airport operations, shift, resources, time constraints, and badging impacts.
  3. Develop detailed, independent cost estimates from conceptual information and engineering drawings.
  4. Prepare detailed estimates including labor hours, material costs, equipment costs, and composite crew costs.
  5. Provide constructability reports to identify deficiencies and ambiguities, assisting the project team in developing credible cost budgets.
  6. Reconcile independent estimates with those prepared by third parties, engaging in collaborative discussions and communicating results.
  7. Analyze bids from vendors, contractors, and subcontractors, ensuring alignment with estimates.
  8. Identify factors influencing the cost of work, including necessary field equipment.
  9. Present estimates to management and stakeholders.
  10. Lead negotiation meetings with contractors and subcontractors.
  11. Review material take-offs from planning documents or engineering drawings.
  12. Break down components and elements of estimates for systems and subsystems.
  13. Evaluate and document historical cost data to inform future estimates.
  14. Review contract documents and modifications to determine scope and cost allowances.
  15. Assist or lead in change order negotiations.

Minimum Qualifications:

  1. Bachelor’s degree in engineering preferred.
  2. Certified estimating professional credential required.
  3. At least 15 years of experience in general estimating related to engineering and construction projects.
  4. Experience managing a team of estimators.
  5. Proven experience with complex estimate reconciliations and change order negotiations.
  6. Experience obtaining independent estimates from vendors/contractors for comparison and negotiation.
  7. Thorough knowledge of construction processes and industry practices.
  8. Results-oriented self-starter.
  9. Effective communication skills, both oral and written.
  10. Ability to collaborate across departments and maintain open communication.
  11. Comfortable in a team-oriented environment.
  12. Accurate, timely, and customer-focused results.
  13. Highly organized and detail-oriented.
  14. Experience managing multiple projects simultaneously.
  15. Experience working with agencies such as FAA, LADBS, LADWP, etc.
  16. This position offers a hybrid/telework schedule: telework on Monday and Friday; onsite Tuesday through Thursday.

The salary range for this position is $160,000.00-$173,000.00, based on education, qualifications, experience, and geographic location.
