Job Description

Essential Duties & Responsibilities:

1. Prepare Independent Cost Estimates to support projects during planning, design, and construction phases.
2. Review and prepare final Engineer’s estimates, considering factors such as Phasing, Airport Operations, Shift, Resources, Time Constraints, and Badging impacts.
3. Develop detailed and independent cost estimates from conceptual information and engineering drawings.
4. Create detailed estimates including labor hours, material costs, and equipment costs.
5. Provide constructability reports to identify deficiencies and ambiguities, and assist the project team in developing a credible cost budget.
6. Reconcile independent cost estimates with those prepared by third parties, engage in collaborative reconciliation, and communicate results effectively.
7. Analyze bids from vendors, contractors, and subcontractors, and compare them with independent estimates.
8. Identify factors influencing the cost of work, including necessary field equipment.
9. Present estimates to management and stakeholders.
10. Review material take-offs from planning documents or engineering drawings.
11. Break down components and elements of estimates for systems and subsystems.
12. Evaluate and document historical cost data for future estimates.
13. Review contract documents and modifications to determine scope and equitable cost allowances.
14. Assist in change order negotiations.

Minimum Qualifications:

1. Bachelor’s degree in engineering, construction management, or a related field.
2. Certified Estimating Professional credential required.
3. At least 5 years of estimating experience related to engineering and construction projects.
4. Experience with estimate reconciliation and change order negotiations.
5. Experience obtaining independent estimates from vendors/contractors and negotiating costs.
6. Thorough knowledge of construction processes and industry practices.
7. Results-oriented self-starter attitude.
8. Effective communication skills, both oral and written.
9. Ability to collaborate across departments and maintain open communication.
10. Team-oriented, organized, and detail-focused.
11. Experience managing multiple projects simultaneously.
12. Experience working with agencies such as FAA, LADBS, LADWP, etc.
13. Proficiency in Microsoft Office Suite, On-Screen Takeoffs, and Bluebeam; knowledge of Prolog and project management systems is a plus.
14. This position offers a hybrid/telework schedule: Telework on Monday and Friday; onsite Tuesday through Thursday.

The offered salary range is $105,000.00 to $120,000.00, based on education, experience, and location.
