Job Description

Turner & Townsend Heery is seeking a Cost Engineer/Cost Manager to join our team and support construction cost services for our clients. The ideal candidate will be driven and aligned with our purpose and values.

Responsibilities:

  1. Advise clients on strategies, manage vendor prequalification, assess proposals, bids, and bid leveling documents, make final recommendations, chair bid interviews, and oversee the appointment process.
  2. Manage estimating services for entire projects by developing estimates related to construction, fees, direct work, and other costs; review estimates prepared by junior team members; present estimates and value engineering recommendations to clients; meet with vendors to review and validate costs; utilize benchmark data for review.
  3. Oversee cost reporting by establishing schedules, reviewing and presenting reports and forecasts, managing project budgets and spend forecasts, maintaining risk registers, and hosting project meetings.
  4. Control costs by reviewing payment applications, liaising with project managers on contractor entitlements, reviewing change order requests, and managing contractual disputes and payment requisitions.
  5. Monitor invoicing processes.
  6. Benchmark project performance against industry standards.
  7. Manage final accounting, post-contract audits, and project closeouts.
  8. Conduct post-contract reviews, document lessons learned, and develop training materials.
  9. Develop procedures for project handovers.
  10. Utilize Bid Analysis Sheets, Change Control Forms, and Cost Estimating and Take-off Software for all duties.
  11. Adhere to SOX controls where applicable.

Qualifications:

  • Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or related field.
  • 3-5 years of relevant experience in a cost management role within the construction industry.
  • RICS accreditation or progress towards it is valuable.
  • Experience supporting cost management on medium to large construction projects.
  • Construction consultancy experience is preferred.
  • Good knowledge of construction industry technical matters, procurement routes, value management, and value engineering.
  • Strong communication skills.

Additional Information:

On-site presence requirements may vary based on client needs.

The salary range is $100k-$150K annually, dependent on experience and qualifications. This range reflects base salary only and does not include total compensation. Turner & Townsend reserves the right to adjust pay accordingly.

Qualified candidates with arrest or conviction records will be considered in accordance with LA County and CA laws.
