Cost Engineer- Aviation Construction (Anticipated Opening)

Turner & Townsend Heery is looking for a Cost Engineer/Cost Manager to join our team and support construction cost services for our clients. The ideal candidate will be driven and promote our purpose and values.

Responsibilities:
  1. Advise clients on strategies, manage prequalification of vendors, assess proposals, bids, and bid leveling documents, make final recommendations to clients, attend and chair bid interviews, and manage the appointment process.
  2. Manage estimating services for full projects by developing project estimates (relating to construction, fees, direct work, and other costs), reviewing estimations prepared by junior team members, presenting estimates to clients, providing value engineering recommendations and risk assessments, meeting with vendors to review, validate, and challenge costs, and reviewing estimates using benchmark data from other projects.
  3. Manage cost reporting by establishing reporting schedules, reviewing and presenting cost reports and forecasts, reviewing project budgets and spend forecasts with clients, developing and maintaining a commercial risk register, and hosting periodic meetings with project teams and vendors.
  4. Manage cost control processes by reviewing payment applications prepared by junior team members, liaising with project managers to recommend contractor entitlements, reviewing change order requests from vendors, and making recommendations to clients, using dispute prevention, management, and resolution procedures to handle payment requisitions, change orders, and contractual disputes.
  5. Oversee invoicing processes.
  6. Benchmark performance against other successful projects.
  7. Manage all aspects of final accounting processes, including post-contract audits and account closeouts.
  8. Conduct post-contract reviews with clients to establish lessons learned and incorporate these into training manuals.
  9. Develop procedures for project handover.
  10. Perform all duties utilizing Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Take-off Software.
  11. Adhere to SOX control responsibilities where applicable.
Minimum Qualifications:
  • Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or a related field.
  • Minimum 3-5 years of relevant experience in a cost management role within the construction industry.
  • RICS accreditation or working towards it is valuable.
  • Experience supporting cost management on medium to large construction projects.
  • Construction consultancy experience is strongly preferred.
  • Good knowledge of construction industry technical matters, such as procurement routes, value management, and value engineering.

The salary range for this full-time role is $100,000 - $150,000 per year, determined by role and experience. This range reflects base salary only; total compensation may vary. Turner & Townsend reserves the right to adjust pay based on candidate qualifications.
