Qualifications

Responsibilities

  • Manage COS activity for PMA product and FMD for repair stations, ensuring timely evaluation and actions with regulators and customers.
  • Organize, plan and track actions to ensure timely completion for each COS and FMD corrective action.
  • Establish a process to manage FMD reporting to the FAA for MRO businesses, coordinating with sites.
  • Report COS events and status to admins, MOA Administrators, and upper management including the COS Board.
  • Report FMD to Aviation Safety Compliance team and site personnel; act as focal point for COS/FMD activities.
  • Ensure compliance with FAA regulations for COS and FMD reporting using FAA guidance, MARPA, and AS9100.
  • Assist in preparing required regulatory reports and liaise with ODA/MOA Administrators and site MRO Quality Manager.
  • Track response times to establish performance trends and report results.
  • Assist in audits to assure CFR 21.3, CFR 145.221 compliance and future regulations.
  • Contribute to procedure development and revision for continuous improvement.
  • Perform other duties as assigned.

Job description

Responsible for program management of all activities related to operational product safety as defined in CFR 21.3 (PMA) and CFR 145.221 (MRO) for the Wencor Group.

Essential Duties and Responsibilities:

  • Manage the process for Continued Operational Safety (COS) activity for PMA product and failures, malfunctions and defects (FMD) for repair stations ensuring that product is evaluated and corrective actions are completed and submitted to the appropriate regulatory agency and customers in a timely fashion.
  • Organize, plan and track action to assure timely completion for each COS and FMD corrective action and response.
  • Establish a process to manage FMD reporting to the FAA for the Wencor Group MRO businesses. This will require close corrdination and working with all the MRO sites utilizing project management to assure timly reporting, follow up and corrective action.
  • Report COS events and status to the ODA Adminstrator / MOA Administrator and Upper Management including the Executive COS Board (or equivalent). Act as the focal point to manage COS related activities (this can include, investigator, engineering, quality, suppliers, certification agency staff, internal/external customers).
  • Report FMD to the Aviation Safety Compiance team, executive review board and appropriate site personnel. Act as the focal point to manage FMD related activities (this can include, investigator, engineering, quality, suppliers, certification agency staff, internal/external customers).
  • Assure that Wencor remains in compliance with FAA regulations for COS and FMD reporting uilizing the FAA guidance, MARPA and AS9100 guide lines. Conduct regular review of the COS and FMD process and reporting to assure it meets regulatory and business needs.
  • Assist in the preparation of required reporting to the appropriate regulatory agency and liaize with the ODA Administrator, MOA Administrator and site MRO Quality Manager.
  • Track response time of site personnel to assigned task to establish and provide trend/monitoring to determine performance levels and report results.
  • Assist in conducting audits to assure compliance to CFR 21.3, CFR 145.221, future regulations and customer requirments pertaining to product safety and reporting.
  • Participate in procedure development and revision as needed to support continuous improvement.
  • Perform other duties as assigned.

Other Knowledge, Skills, and Abilities:

  • Knowledge of product design and manufacture. Skill desired in basic product manufacture and use of shop travelers and quality system to produce a product.
  • Knowledge of repair station operations.
  • Knowledge of and ability to understand and interpret the FAA CFRs applicable to the PMA and Repair Station business. Knowledge of industry standard documentation and requirements is a plus.

  • High degree of organizational and problem solving skills with the ability to think and work independently
  • Basic understanding of Six Sigma performance measurements and Lean Manufacturing concepts. Ability to process map, create and modify procedures, instructions and training documents.
  • Proficient in Microsoft Office programs such as Excel, PowerPoint, Visio, and Access.
  • Need or obtain project management software capability. Project management experience utilized to divide a project into individual task and assign actions and track to completion. Manage multiple projects and task simultaniously.
Requirements

Education / Experience Requirements: Bachelor's degree in the Sciences, business, or other technical fields or five years of related industry experience and/or training or equivalent combination of education and experience. Previous experience in Quality Assurance or the FAA and an extensive understanding of aviation regulations required.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
