JOB DESCRIPTION – CORE Employment Specialist

POSITION SUMMARY: Responsible for assessing, providing workforce development and coaching, and placing participants in the workforce in the CORE Hub 1 region, which includes Cabell, Lincoln, Putnam, and Wayne counties, and providing support to other CORE service areas. The employment specialist reports to the Creating Opportunities for Recovery Employment program director.

DUTIES / POSITION ACCOUNTABILITIES
Part I – Performance Competencies:

  • 1.2 Sensitive: Shows sensitivity to the needs of patients and co-workers. Demonstrates good communication skills and empathy.

  • 1.5 Coordinated: Organizes and delivers services in proper order. Displays good organization skills and resource utilization.

  • 1.7 Dress Code: Follows dress code policy.
  • 1.8 Confidentiality: Maintains confidentiality regarding patients and employees.
Part II – Organizational Teamwork Competencies:

Part III – Organizational Support Responsibilities:

  • 3.3 Time Recording: Uses timesheets correctly for each pay period.
Part IV – Work Role Responsibilities:
  • Engages with participants to establish professional, trusting, and collaborative relationships aimed at employment.
  • Assesses employability skills, barriers, and vocational functioning using motivational interviewing, background info, and work experiences.
  • Provides job development, resume assistance, and conducts job searches tailored to participants.
  • Maintains weekly contact with caseload for coaching and progress review.
  • Builds partnerships with community agencies, referral sources, training programs, and employers.
  • Meets baseline monthly goals: 10 referrals, 5 placements, 1 employer partner.
  • Participates in outreach to raise awareness and support participants.
  • Provides employer education on workplace health and safety.
  • Submits accurate and timely reports as required.
  • Researches local labor market information to guide services.
  • Attends staff meetings and adheres to procedures.
  • Manages multiple tasks with effective time management.
Other Requirements:
  • Proficiency in Microsoft Word, Excel, PowerPoint, Outlook, and data management systems.
  • Ability to market and secure business partnerships.
  • Excellent communication, public speaking, leadership, and facilitation skills.
  • Understanding of professional boundaries and confidentiality.
  • Valid driver’s license and reliable transportation.

Salary Range

Commensurate with experience and internal equity.

Required Qualifications
Education:
  • Associate degree in human resources, social services, business management, or related fields.
  • Or at least five years of relevant experience if no degree.
Experience:
  • Minimum of two years in recruitment, business management, social services, or HR fields.
