Job summary

Decatur Morgan Hospital is seeking an Emergency Preparedness Coordinator to coordinate education, exercises, and compliance programs ensuring a safe environment for patients and staff. The position requires nursing or related emergency services education with at least two years of ICS/NIMS/EOC experience and an active Alabama RN license.

• Experience: Two or more years of progressively responsible experience utilizing ICS, NIMS, and EOC systems, organizing events involving public safety and crowd management.

Overview

Job Summary:

Under the direction of the Emergency Department Director. Responsible for the coordination and implementation of emergency preparedness standards to facilitate a safe environment for patients, staff, and visitors. Coordinate education and exercises within the organization to ensure an organized response during a disaster. Responsibilities include the integration of safety and other relevant regulations and oversight of incident and event response.

Responsibilities

Key Responsibilities / Essential Functions

Regulatory Compliance & Policy Management

• Maintain regulatory expertise: Maintain a strong working knowledge of applicable regulatory guidelines to be viewed as a credible resource for the hospital.
• Facilitate program compliance: Develop policies, procedures and plans that facilitate compliance and program implementation. Ensure the facility meets all
• standards of compliance with federal and state regulations related to emergency management planning (i.e. Joint Commission, OSHA, EPA, NFPA, CMS & DHS etc).

Environment of Care & Committee Involvement

• Team membership: Serve as an active member of the Environment of Care team.
• Administrative participation: Participate in the organization’s committee for general administration in planning, coordinating, maintaining, and updating disaster
• plans, including internal and external event response. Provide necessary support for all related emergency preparedness sub-committee work.
• Stakeholder collaboration: Develop relationships and collaborate with internal and external partners/stakeholders, such as other local hospital disaster coordinators, area healthcare coalitions, EMS, public health, fire and law enforcement agencies.

Emergency Planning & Risk Assessment

• Apply disaster knowledge: Maintain knowledge of emergency management/disaster, mitigation, preparedness and response efforts.
• Conduct Vulnerability Assessments (HVA): Conduct annual hazard vulnerability assessments/risk analyses to determine risk of facility for natural, technological, human-caused and other disaster types.
• Develop emergency procedures: Develop and maintain emergency plans and procedures for disasters identified in response to the HVA findings.
• Collaborate on disaster plans: Collaborate with Senior Leadership in creating, developing, educating, training and implementing disaster plans that align with state, federal and regulatory/accrediting bodies.

Operations, Crisis Response & Communication

• Manage crisis activities: Manage disaster response or crisis management activities for the facility. Ensure the availability of staff 24/7 to respond to disaster or potential disaster situations through coordination/collaboration of department leadership.
• Alert systems management: Know the organization’s alert and notification system, procedures and ensure pertinent staff are educated on this system.
• Emergency support: Provide warnings, emergency data, operations and technical support to organizational leadership before, during and after emergency events.
• Communication metrics: Communicate Workplace Violence metrics effectively to leadership. Lead follow-up or action plan development as situation(s) warrant.

Training, Education & Equipment Testing

• Drive response training: Apply knowledge of emergency response exercises and training to maintain organizational readiness.
• Assess educational needs: Perform an education and training needs assessment and collaborate with staff development representatives to create, implement and review safety/regulatory education programs (i.e. Hospital Incident Command System).
• Coordinate equipment testing: Coordinate the use and routine testing of all disaster related equipment.

Data Tracking, Auditing, & Reporting

• Establish tracking mechanisms: Establish mechanisms to collect, review and track data required by local, state and federal entities that are consistent with the facility’s policies and procedures.
• Coordinate regulatory information: Coordinate the collection of organization-wide regulatory required information, including hazardous materials inventory, departmental hazard surveillance, and disaster supply inventories.
• Audit quality metrics: Perform routine auditing per Direction of Emergency Department Director for review of Emergency Department Quality metrics to ensure operational excellence.
• Emergency Department support: At the direction of the Emergency Department Leadership, participate in additional initiatives that impact patient quality and safety such as patient follow-ups/call back process.

Qualifications

Minimum Knowledge, Skills, and Experience Required:

Education: A graduate of an accredited school of nursing degree or a degree in Emergency Services, Homeland Security, Public Safety, or a related field is preferred.

Experience: Two or more years of progressively responsible experience utilizing ICS, NIMS, and EOC systems, organizing events involving public safety and crowd management. The equivalent combination of education and related work experience may be considered.
