Job description

The Vice President, Enterprise Emergency Management & System Resilience is the executive leader responsible for the strategic direction, integration, and operational oversight of Mount Sinai Health System's comprehensive all-hazards Emergency Management, Clinical Preparedness, Business Continuity, Crisis Management, and Enterprise Resilience programs.

Executive Leadership & Enterprise Strategy:
  • Develop and execute the Health System's enterprise Emergency Management, Clinical Preparedness, Business Continuity, and System Resilience strategy;
  • Establish long-range strategic priorities that align emergency preparedness with the Health System's mission, growth strategy, and operational objectives;
  • Serve as the executive advisor to senior leadership on enterprise operational risk, organizational resilience, and emergency preparedness;
  • Lead enterprise governance for emergency management, business continuity, crisis management, and organizational readiness;
  • Establish performance metrics, executive dashboards, and system-wide preparedness indicators.
  • Direct the Health System's comprehensive all-hazards Emergency Management Program across all hospitals, ambulatory practices, physician offices, research facilities, administrative locations, and affiliated sites;
  • Maintain and continuously improve the Enterprise Emergency Operations Plan, Hazard Vulnerability Assessment (HVA), Continuity of Operations Plans (COOP), and recovery strategies;
  • Lead activation and management of the Enterprise Emergency Operations Center (EOC) and Hospital Incident Command System (HICS);
  • Coordinate enterprise incident response for natural disasters, infectious disease outbreaks, cyber events, infrastructure failures, utility disruptions, workplace violence, mass casualty incidents, hazardous materials events, and other operational emergencies;
  • Lead enterprise after-action reviews and oversee implementation of corrective action plans.
Clinical Preparedness:
  • Serve as the executive clinical leader responsible for Health System-wide disaster preparedness and clinical readiness;
  • Partner with Nursing, Medical Staff, Emergency Medicine, EMS, Critical Care, Trauma, Pharmacy, Laboratory, Infection Prevention, Quality, Patient Safety, and the Clinical Command Center to develop standardized clinical response plans;
  • Lead enterprise planning for medical surge, infectious disease response, crisis standards of care, patient evacuation, medical transportation, healthcare resource allocation, and continuity of clinical services;
  • Ensure emergency preparedness is integrated into clinical quality, patient safety, and operational excellence initiatives.
Enterprise Readiness & Business Continuity:
  • Lead the Health System's Enterprise Readiness and Business Continuity Programs;
  • Ensure critical business and clinical functions maintain comprehensive continuity and recovery plans;
  • Develop enterprise continuity strategies addressing cybersecurity incidents, IT downtime, workforce shortages, supply chain disruptions, utility failures, pandemic response, clinical surge events, and infrastructure failures;
  • Lead operational recovery efforts following significant enterprise disruptions;
  • Establish organizational readiness assessments for new facilities, major initiatives, and strategic operational changes.
  • Coordinate preparedness, planning, response, and recovery activities across all Health System Essential Support Functions.
Clinical Command Center Integration:
  • Integrate Emergency Management into the Clinical Command Center operating model;
  • Develop and maintain a real-time enterprise common operating picture;
  • Utilize predictive analytics, artificial intelligence, and digital command technologies to improve situational awareness and executive decision-making;
  • Coordinate enterprise response through centralized operational command and system-wide resource management.
Government & External Affairs:
  • Represent Mount Sinai Health System with NYC Emergency Management, FDNY, NYPD, NYC Department of Health & Mental Hygiene, New York State Department of Health, FEMA, HHS ASPR, Department of Homeland Security, Greater New York Hospital Association, Regional Healthcare Coalitions, and federal, state, regional, and municipal emergency management agencies;
  • Develop strategic partnerships that strengthen coordinated regional preparedness and healthcare resilience.
National Healthcare Preparedness Leadership:
  • Represent Mount Sinai in regional, state, and national emergency preparedness initiatives;
  • Participate in healthcare coalitions, preparedness committees, and industry workgroups;
  • Build collaborative relationships with federal agencies supporting healthcare preparedness and critical infrastructure protection;
  • Advance Mount Sinai's national leadership in healthcare emergency management and resilience.
Technology & Innovation:
  • Lead implementation of innovative emergency management technologies including crisis management platforms, mass notification systems, resource tracking systems, GIS mapping, predictive analytics, AI-enabled decision support, and digital command center technologies;
  • Evaluate emerging technologies that improve organizational resilience and operational readiness.
Regulatory Compliance:
  • Ensure enterprise compliance with Joint Commission Emergency Management Standards, CMS Emergency Preparedness Rule, New York State Department of Health, FEMA, OSHA, National Incident Management System (NIMS), and Hospital Incident Command System (HICS).
  • Develop and oversee a multi-year enterprise exercise program;
  • Conduct tabletop, functional, and full-scale disaster exercises;
  • Maintain executive preparedness through leadership education and incident command training;
  • Ensure workforce competency in emergency preparedness across all Health System entities.
  • Develop and manage departmental operating and capital budgets;
  • Pursue federal and state grant funding opportunities;
  • Manage preparedness investments and emergency management technologies;
  • Ensure efficient stewardship of organizational resources.
  • Advance evidence-based emergency management practices;
  • Lead organizational research, innovation, and program development;
  • Present nationally and publish on healthcare preparedness and resilience;
  • Foster partnerships with academic, governmental, and industry organizations.
Other Duties:
  • Perform additional responsibilities as needed to support the operational and strategic objectives of the Clinical Command Center and Mount Sinai Health System.
Requirements:
Education:
  • Master's degree in Nursing, Healthcare Administration, Public Health, Emergency Management, Business Administration, or a related healthcare field required.
  • Current licensure as a Registered Nurse (RN), Physician (MD/DO), or other licensed clinical healthcare professional with eligibility for New York State licensure required.
  • Progressive executive leadership experience as a clinical operator, with responsibility for health system operations, emergency preparedness, incident command, and multidisciplinary clinical teams, required.
  • Doctoral or terminal clinical/professional degree (DNP, MD, DO, DHA, DrPH, PhD, or equivalent) preferred.
Experience:
  • Minimum of ten (10) years of progressive executive leadership experience in clinical operations, including at least 5 years at the executive level overseeing enterprise emergency management, healthcare and disaster preparedness, resilience and incident command within a large, complex health system;
  • Demonstrated leadership during large-scale emergencies, infectious disease outbreaks, cyber incidents, mass casualty events, and prolonged operational disruptions;
  • Experience leading enterprise Emergency Operations Center activations and Hospital Incident Command System operations;
  • Experience integrating emergency preparedness with clinical operations, patient safety, quality, business continuity, enterprise risk management, and executive decision-making;
  • Demonstrated ability to build trusted relationships with executive leadership, physicians, nursing, government agencies, and external healthcare partners.
Preferred:
  • Experience serving in regional, state, or national healthcare preparedness leadership organizations;
  • Experience collaborating with HHS ASPR, FEMA, DHS, CDC, CMS, NDMS, and state emergency management agencies;
  • Experience in EMS, air medical transport, disaster medicine, military medicine, homeland security, or public safety leadership;
  • Experience implementing digital operating platforms, predictive analytics, and AI-enabled operational technologies;
  • Experience leading healthcare coalition initiatives and multi-agency disaster exercises;
  • Successfully obtaining and managing federal preparedness grants;
  • National reputation through publications, speaking engagements, research, or participation in professional organizations.
