Job summary

The Los Angeles Homeless Services Authority (LAHSA) seeks a Coordinator, Housing Navigation (HN)/Time-Limited Subsidy (TLS) Matching to identify and address program gaps and align system goals, opportunities, and resources. The Coordinator, HN/TLS Matching facilitates training, TA, and timely matching within CES to improve housing placements.

The role requires collaboration with providers, internal teams, and public partners.

Qualifications

Responsibilities

  • Develop centralized training materials on the matching process for providers.
  • Lead the creation of technical assistance and performance plans to improve system efficiencies.
  • Serve as liaison between LAHSA, providers, and City/County partners to facilitate matching of HN and TLS resources.

Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care (CoC), we coordinate and manage federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

The Coordinator, Housing Navigation (HN)/Time-Limited Subsidy (TLS) Matching identifies and addresses program gaps and needs to help align system goals, opportunities, and resources. The Coordinator, HN/TLS Matching also facilitates the identification and prioritization of eligible households into available HN and TLS resources. The Coordinator, HN/TLS Matching provides training and technical assistance to Interim Housing (IH), HN, and TLS providers to support the implementation, improvement, and ongoing management of matching resources. The Coordinator works closely with providers, internal teams, and public partners to monitor system performance, provide technical assistance, and implement improvements that increase housing placement outcomes.

  • Provide system-wide leadership and support the integration of Housing Navigation (HN) and Time-Limited Subsidy (TLS) resources within the Coordinated Entry System (CES).
  • Follow and ensure consistent use of LAHSA-issued matching guidance, tools, and technology across providers.
  • Monitor and analyze data related to HN/TLS needs, enrollments, and available resources to identify gaps, track trends, and inform decision-making.
  • Identify and prioritize eligible households and facilitate timely matching to available housing resources in alignment with CES requirements.
  • In collaboration with the Training Team, support the creation of centralized training materials on the matching process for housing resource providers.
  • Lead the creation of technical assistance and performance plans for housing resource providers to improve system efficiencies, as necessary.
  • Act as a liaison between LAHSA and providers, a centralized fiscal and housing program management agent, and City/County partners to facilitate the appropriate and timely matching of HN and TLS resources.
  • Present on program requirements and processes and serve as a subject matter expert on HN and TLS resources.
  • Using Tableau and other technological solutions, analyze data to ensure the appropriate and timely utilization of all housing navigation vacancies through CES.
  • Recommend and lead system improvements as needed.
  • Foster collaboration and coordination with team members, across LAHSA Units, Divisions, and Departments, and among relevant external stakeholder groups.
  • Support for all elements of the Coordinated Entry System, as directed by supervisor.
  • Other duties as assigned.
  • Knowledge of housing resources, subsidies, CES requirements, and local and federal programs.
  • Experience working within homelessness systems, housing programs, and/or the Coordinated Entry System (CES).
  • Experience with systems change, including policy development and implementation is a plus.
  • Strong analytical and data literacy skills, with the ability to interpret data, track performance, and drive data-informed decision-making.
  • Proficiency or comfort working with data visualization and reporting tools (e.g., Tableau) and other system platforms used to monitor program performance.
  • Ability to establish effective relationships and work cooperatively with individuals, groups, and organizations diverse in mission, composition, function, capacity and geographic location.
  • Ability to effectively facilitate productive discussion among diverse stakeholder groups.
  • Ability to quickly grasp concepts and apply them to solve complex social problems.
  • Ability to articulate and strategically pursue new ideas to improve homeless systems.
  • Ability to think critically and pay attention to detail.
  • Strong written, verbal, and presentation communication skills. Ability to communicate and present clearly and simply.
  • Strong time management skills and the ability to prioritize deliverables. Responsive to deadlines. Ability to adapt rapidly in response to changing information or needs.
  • Demonstrated organizational skills and proven ability to work independently and manage multiple projects and priorities within a multidisciplinary team environment.

Schedule:?

The Chief Executive Officer or designee may change the schedule of positions between hybrid and onsite, as necessary to accomplish LAHSA's business needs.
