Job summary

State of Arizona is seeking a Water Resources Specialist 2-3 (Conveyances Specialist) to process complex groundwater rights applications, with emphasis on water exchanges and IGFRs. The role involves cross‑department coordination, GIS work, and developing efficient processes.

The position offers hybrid work with some on‑site requirements in Phoenix, AZ, and extensive collaboration with internal teams to ensure regulatory compliance and timely deliverables.

Qualifications

• WRS 2 requires at least four years of professional water resource management experience, or a bachelor’s degree plus two years.
• WRS 3 requires at least seven years of professional water resource management experience, or a bachelor’s degree plus five years, or a master’s with three years or a PhD with one year.
• A current valid driver’s license is required for this position.

Responsibilities

• Review, process, verify groundwater right conveyance and water exchange applications.
• Research, compile, analyze, interpret, and integrate water resource management data.
• Provide technical assistance via phone, email, and in-person/online meetings to internal and external customers.
• Update GIS databases and maps related to groundwater rights conveyances and water exchanges.
• Assist with annual water withdrawal and use report processes.
• Draft and maintain internal procedures for staff use.
