Job summary

Family Court is seeking a Controller to oversee its fiscal program and supervise technical staff. The role requires managing payroll, revenue, vendor payments, fines, procurement and contract administration while coordinating with state agencies and vendors.

The Controller leads financial operations, including federal grants, IV-D/IV-E funding, restitution disbursement, and policy development, reporting to the Court Administrator.

Qualifications

  • Three years' experience in analyzing financial problems and advising management.
  • Three years' experience interpreting laws, rules, and procedures.
  • Six months in financial administration, budgeting and internal control.
  • Six months in budget administration with strategic planning.
  • Six months of staff supervision including evaluation of others.

Responsibilities

  • Analyze, reconcile and consolidate vouchers, records, journals and ledgers.
  • Monitor expenditures to ensure alignment with budgets.
  • Review transactions and codes for standard procedures.
  • Prepare reports for state and federal funded programs.
  • Develop cost projections and advise on fiscal policies.
  • Apply GAAP and maintain internal accounting controls.
  • Review policies and suggest revisions.

Summary Statement

Family Court is seeking a Controller This position will report to the Court Administrator and is responsible for assigning and reviewing the work of subordinate technical staff engaged in the Court's fiscal program.


The Controller provides comprehensive fiscal and administrative oversight for Family Court, including management of federal grants and IV-D, and IV-E funding initiatives. The position oversees federal reimbursement for child welfare contracts as well as fiscal operations supporting Family Court, and responsibilities include payroll, revenue collection, vendor and pass-through payments, fines, procurement, technology purchasing and inventory, contracts, RFPs, and fiscal policies and procedures, while serving as a liaison with state agencies and vendors. The position also oversees juvenile restitution collection, disbursement, and joint and several restitution orders.

  • Analyzes, reconciles and consolidates vouchers, records, journals, ledgers and statements.

  • Monitors expenditures to ensure compliance with budgetary recommendations.

  • Reviews financial transactions and codes for conformance to standard procedures and accounts.

  • Compiles, analyzes and prepares a variety of statements and reports for state, special, private or federal funded programs for use in financial, budget and personnel planning.

  • Develops cost projections based on past records and anticipated activities and makes fiscally sound recommendations.

  • Applies standardized accounting principles and practices.

  • Reviews internal accounting policies and procedures and makes recommendations for revisions.


Job Requirements

JOB REQUIREMENTS for Controller



  1. Three years' experience in analyzing financial problems, developing alternatives, recommending and advising management on solutions.

  2. Three years' experience in interpreting laws, rules, regulations, standards, policies, and procedures.

  3. Six months experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.

  4. Six months experience in budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.

  5. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
