Job summary

iPS Powerful People (B Corp™) is seeking a contractor to oversee sourcing and contract management for Permitting, Compliance, and Fisheries related to offshore US wind farms. The role spans RFIs/RFPs, negotiations, and full contract governance, with equipment provided by the client.

The ideal candidate has 3–5 years in procurement/sourcing, strong negotiation skills, and familiarity with permits and related procurement activities. Local NY/Boston/Providence proximity is preferred.

Qualifications

• 3 to 5 years of procurement, contract management or sourcing experience.
• Experience negotiating project and framework agreements.
• Experience with permits and related procurement activities (offshore focused is a plus).
• Understanding of contract terms in a commercial context.

Responsibilities

• Manage sourcing activities and gates according to Procurement processes and governance.
• Ensure coordination with Category Manager, sourcing team incl. QHSE, technical specialists and business unit stakeholders.
• Prepare, recommend and align sourcing and negotiation strategy with Category manager and sourcing team.
• Ensure compliance with internal and external policies incl. EU and local tendering rules.
• Lead commercial negotiations and shortlist/recommend preferred tender/contract award.

Short Description

This role will be a contractor who will assist with the sourcing, negotiation, execution and contract management of agreements for Permitting, Compliance and Fisheries for offshore US wind farms.

Function Description

Currently there is a need for sourcing to take place for multiple scopes related to our permits and lease areas and as more sites come into operations additional scopes will be requested through our Asset Management and Permitting teams. This role will be responsible for the full lifecycle of these agreements including running RFI/RFPs, contract negotiations, contract execution and contract management. Client will provide a laptop and phone for the contractor as well as access to all needed software.

Key Responsibilities

• Manage sourcing activities and gates according to Procurement processes and governance
• Ensure coordination with Category Manager, sourcing team incl. QHSE, technical specialists and business unit stakeholders
• Prepare, recommend and align sourcing and negotiation strategy with Category manager and sourcing team
• Ensure compliance with internal and external policies incl. EU and local tendering rules
• Ensure compliance with Module Sourcing Strategies
• Lead the communication with supplier(s) during sourcing phase
• Lead back-office activities with e.g., Treasure and funding, Risk
• Drive QA process according to Way We Work
• Responsible for Gate documents

Tasks

• Prepare sourcing strategy (gate A) in compliance with Module Sourcing Strategy
• Conduct procurement acc. to Procurement processes & MSS recommendation
• Prepare & manage sourcing time schedule according to contract delivery date
• Manage pre-qualification of suppliers; draft PQ notice, PQ criteria and final evaluation in cooperation with the sourcing team
• Prepare commercial Tender documents incl. CoC
• Clarify/evaluate commercial part of tenders/commercial tracks
• Lead commercial negotiations and shortlist/recommend preferred tender/contract award
• Prepare internal contract award recommendation (gate D)
• Prepare final commercial contract documents
• Update meta data and upload contracts in Apptus
• Arrange signing process according to relevant Authorisation matrix
• Award to successful Tenderer
• Information to unsuccessful Tenderers (letters or hold debriefings if required)
• Lessons learned on tender process & feedback to Category Manager
• Handover to contract manager, Project & Contractor Management team & eventually end user of contract
• Perform QA / QC procedure

Requirements

• 3 to 5 years of procurement, contract management and or sourcing experience related to the description
• have experience in negotiating project and framework agreements.
• understanding of contract terms in a commercial context
• experience with permits and related procurement activities (offshore focused is a plus)
• experience with developing, executing and reporting procurement and contract management strategies
