Job summary

Job description

Full-time Contracts Manager for Aging and Adult Services of Coastal Washington (AASCW) based in Sequim, WA or Aberdeen, WA.

The Contracts Manager provides advanced contracts management, including funding allocation, budgeting processes, program and policy development, while serving as a key resource for the Contracts team. Focused on the development of contracted services that provide excellent community services that meet the agency’s Area Plan, state, and federal contract obligations. Responsible for adherence to program guidance and requirements. Works with Leadership Team to develop program budgets, funding allocations, and internal contracting policies and procedures that comply with all applicable fund source requirements. Conducts public procurement processes and provider recruitment. Negotiates contract terms, develops statements of work and other documentation necessary for contract fulfillment. Monitors contractor operational performance. Provides advanced technical support to staff, contractors and community partners that is constructive, collaborative, and focused on a goal of providing stellar community service. Requires minimal direction to meet goals for assigned contract portfolio. Works collaboratively as a key member of the Administration department team and is supportive to all aspects of agency operations and policies and to the overall success of agency programs and services. Contract portfolios may include Older Americans Act, Home Care, Medicaid, and/or other state or federal funded programs. Regular travel throughout the AASCW region is required. Represents the agency to the community, contractors, funding entities, and other groups in a professional manner. Provides service continuity support to Supervisor and other team members. Supervises assigned personnel.

Bachelor’s degree in liberal arts or social/health sciences and minimum of six years’ experience in an administrative planning position, preferably in the human service field, focused on services in a community setting. Minimum of six years’ experience working in the field of community-based long-term care, social services planning and management, aging and/or disability services, and/or human services. Minimum of three years’ experience managing government and private contracts. Experience conducting competitive bidding processes, assessing compliance, and providing technical support to contractors.

Requires current WDL & insured vehicle.

40 hrs./wk. Non-exempt.

$76,874 – $100,866 annually

Benefits include: 12 paid holidays per year, paid annual and sick leave accrual, WA PERS pension plan, medical plan including vision, dental plan, EAP counseling, life and AD&D insurance.
