Job summary

ODMHSAS is seeking a Contracts and Procurement Officer to execute acquisitions in line with state laws and department policies. You will review requisitions, prepare bid specs and contracts, and maintain procurement files to support the department’s operations.

The role covers purchasing diverse materials, furniture, equipment, supplies, and services, with responsibilities spanning the full procurement lifecycle in a government agency environment.

Qualifications

  • Three years of technical clerical work or an equivalent combination of education and experience.
  • Level II requires three years of technical clerical work and two years of technical experience in contracting and/or procurement, or equivalent with 30 semester hours substituted for each year of clerical work.
  • Level III requires three years of technical clerical work and two years in contracting/procurement and three years as a purchasing agent or buyer, including government experience.

Responsibilities

  • Execute acquisitions in compliance with state laws and department policies.
  • Review and process requisitions and make recommendations concerning purchases.
  • Prepare bid specifications and contracts and maintain procurement files.
  • Procure diverse materials, furniture, equipment, supplies, and services for the department.
  • Ensure procurement activities align with ODMHSAS operations.

Job Description

About the Position : This incumbent is tasked with executing acquisitions in compliance with state laws and the policies of the Oklahoma Department of Mental Health and Substance Abuse Services. Responsibilities may include reviewing and processing requisitions, making recommendations concerning purchases, preparing bid specifications and contracts, and maintaining files. This role involves the procurement of diverse materials, furniture, equipment, supplies, and services essential for the department's operations.

Minimum Qualifications and Experience:
  • Level I: Three years of technical clerical work Or an equivalent combination of education and experience.
  • Level II: Three years of technical clerical work and two years of technical experience in contracting and/or procurement Or an equivalent combination of education and experience, substituting 30 semester hours for each year of the technical clerical work only.
  • Level III: Three years of technical clerical work and two years of technical experience in contracting and/or procurement and three years' experience as a purchasing agent or buyer, one of which was in the employ of a government entity Or an equivalent combination of education and experience, substituting 30 semester hours for each year of the technical clerical work only.
Preferred Qualifications and Experience:
  • Current CPO Certification or able to obtain CPO Certification within the first two weeks of employment.
  • P-Card knowledge.
