Systems Planning and Analysis, Inc. (SPA) seeks a Contract Specialist/Administrator at the Washington Navy Yard to support acquisition documentation, procurement packages, and contract modifications. The role requires U.S. citizenship, DoD security clearance, a Finance/Accounting degree, and 3+ years in government finance/acquisitions, with Navy DoD

Qualifications

  • Bachelor's degree in Finance, Accounting or equivalent.
  • 3+ years of Government Finance and Acquisitions experience.
  • U.S. Citizen with DoD Secret or Top Secret clearance.
  • Knowledge of federal acquisition lifecycle and related documentation.
  • Experience with Navy/DoD acquisition systems preferred.

Responsibilities

  • Assist with development and coordination of acquisition documentation (SOWs, IGCEs, J&As, D&Fs).
  • Draft, review, and submit procurement packages and contract modifications.
  • Track contract actions and provide status updates to leadership.
  • Collaborate with technical leads, financial analysts, and program managers for alignment.
  • Interface with contracting officers and government stakeholders for timely contract execution.
  • Contribute to meetings and briefings with acquisition updates and recommendations.
  • Support compliance with DoD acquisition regulations (FAR, DFARS, Navy policies).

The Strategic Division (SD) supports high-reliability organizations including Navy Strategic Systems Programs (SSP), Air Force Nuclear Weapons Center, and the Department of Energy (DOE), among others. Our support across our client base is expanding rapidly and encompasses important services, such as data analytics and visualization, threat analysis, risk management, modeling and simulation, cost estimating, earned value management, program management, system engineering, independent evaluation, and High Consequence Event prevention.

SPA's Strategic Division's Strategic Development Group (SDG) supports critical U.S. government programs providing Systems Engineering support, Systems Safety support and Financial Analysis support. SDG is hiring now for a Contract Specialist/Administrator at the Washington Navy Yard.

Responsibilities
  • Assist with the development and coordination of acquisition documentation (e.g., Statements of Work, Independent Government Cost Estimates, Justifications and Approvals, Determinations and Findings).
  • Support the drafting, review, and submission of procurement packages and contract modifications.
  • Track contract actions and provide status updates to leadership.
  • Collaborate with technical leads, financial analysts, and program managers to ensure alignment across functional areas.
  • Interface with contracting officers and other government stakeholders to facilitate timely and accurate contract execution.
  • Contribute to program meetings and briefings by providing acquisition updates and recommendations.
  • Support compliance with relevant DoD acquisition regulations, including FAR, DFARS, and Navy-specific policies.
Qualifications

Required Qualifications:

  • Ability to work full-time, 5 days/week, at Washington Navy Yard.
  • U.S. Citizen with DoD Secret or Top Secret Security Clearance.
  • Bachelor's Degree in Finance, Accounting or another equivalent field.
  • Strong understanding of federal acquisition lifecycle and related documentation.
  • Minimum of 3 years of experience in Government Finance and Acquisitions.
  • Experience with Navy or DoD acquisition systems (e.g., Navy ERP, ETMS2, PIEE, SPS/PD2) strongly preferred.

Desired Qualifications:

  • DAWIA contracting (professional) certification.
  • CFCM/CCCM/CPCM certification.
  • Experience supporting Navy SSP, other Navy program offices, or DoD acquisition program.
Pay Range Information

Salaries are commensurate with experience and qualifications, as well as market and business considerations. Washington, DC, Pay Transparency Salary range: USD $105,000.00/Yr. - USD $150,000.00/Yr.
